Minimum specs and trouble downloading

I have been looking at buying photoshop so thought i would try and download the trial version first.
The fisrt problem i have is the minimum spec, on the box in the shop (i looked out of interest) the spec required is a 2ghz processor, whilst the website states 1.6ghz... which is it?  I have a centrino duo 1.83ghz.
With this is in mind i tried to download the trial version, however windows would not accept the certificate for the activex has anyone else had this problem?
I tried downloading using Explorer 8, chrome, firefox and safari and all failed!
Any idears?
Cheers

A dual-core 1.8 GHz computer should run PSE 8 fine.  What's more important is the amount of memory -- with Vista or Windows 7, I suggest having at least 1.5 GB, preferrably 2 or 3 GB.  (With the cheap prices of memory these days, upgrading your computer to have a full complement of memory is the cheapest, most effective upgrade you can do.)
Regarding download troubles, perhaps this tech note might help:
