Mouse highlights desktop, window screens, causing uncontrollable switching from screen to screen. PLEASE HELP me

When I drag the mouse to desktop, it darkens it.
When I place the mouse on a window screen, it highlights it to a light orange color.
When I open two or more windows, the windows begin switching between each one, the mouse has no control to click on a desired window screen. The windows become smaller, so I can view both panes, sometimes highlighting them. I am not able to view or click on fields due to the rapid switching of the screens. I have to close one window to get anything done. Even then, clicking on links is difficult.  I'm so frustrated  : (
I switched from one mouse to  a previous owned mouse.
I tried -Preferences- expose -- just trying different things.

Oh, try unplugging it then plug it back in.  Also go to your system preferences and check your mouse settings. If you are still having problems it could be a bad mouse.
