    The problem with making separate accounts is that this is a laptop, so likely not a huge hard drive, and if the three iTunes libraries need to have a lot of the same music (because everyone or two or three like some of the same stuff) you end up with double or triplicate copies of the music on the hard drive eating up drive space. Since they don't use his laptop normally, creating more accounts (with all the associated files and drive space usage each account would eat up) it probably isn't worth it.
    Instead, the best approach is like Chris said, to make playlists for the girls in the main library and then set up the various iPod to either sync everything (if big enough) or sync only specific playlists (if not big enough).
    Alternatively, they can set their iPods to manual syncing and then when Dad is visiting they can hook up their iPods and "shop" the library and drag in whatever they want to add to the iPods and delete what they no longer want.

    This is the confusing difference between "authorization" and "association". 
    In order to play content on a computer, you need to "authorize" the AppleID used to buy the content.  This can be done for many AppleIDs on one computer.
    However, in order to *redownload* content on a computer, including
      - redownloading previous purchases
      - autodownloading purchases made on another device
    - running iTunes Match
    you have to "associate" the computer to that AppleID, and this can only be done for one AppleID *per computer* (NOT per user account).  This user can only change every 90 days.
    There is no workaround for this.  They'll reset the counter for a one time error (like when my son locked me out of Match by redownloading a TV show), but if you want content from more than one user, you'll have to copy it there by some other means.
    Oh yeah, be sure to write Apple about what a stupid rule this is.

If so, how can they set up their own account? The reason I am asking is because a couple of family members have I-Tunes gift cards and will want to download their music and apps on a particular computer, the one that the I-pad will be syncing to.     Yes. Log in and out of the iTunes Store as needed, and authorize the computer with all of the accounts. The iPad can only contain content purchased from five different accounts at any given time.

    We had a family pack on mac.com and when we moved the accounts to icloud (on  the same mac), the mac can no longer get email from one of the accounts... icloud is not accepting the pasword for this account - however, withut making any changes to the account or password, mail is being retrieved without a problem on the ipad and iphone....and w can log into this acount wihtout a problem on icloud.com

    I'm not exactly sure what you are asking here. If you're asking about multiple iCloud accounts on the same Mac, then yes this is possible. You can only have one primary iCloud account (you need a primary account for photo stream, Back to My Mac, find my phone and documents and data) you can set up secondary accounts at system preferences > mail contacts and calendars.
    If you have already set up a secondary account and it isn't working properly try deleting it and adding it back again.
    And for the avoidance of doubt, if you are migrating from a family Mobile me account, you need to migrate each sub account into a new iCloud account, there are no family pack iCloud accounts.

    Since the Mail.app preference file (along with all other application preference files for a user account) is stored in that user's Home folder/directory, I don't believe this is possible.

    I am totally confused; apple phone support seems to have no clue at least the person I spoke to. I want to get two iTunes accounts on one computer, one exists already.     You can purchase music using multiple accounts within the same Windows profile & using the same iTunes library. I think when you log into the store it remembers the last account name used, but provided you don't let it remember your password then you have the opportunity to enter the correct details for each purchase.
    If you're going to place these purchases on your respective iPod's the following may help.

    The Apple support document How to use multiple iPods with one computer suggests a number of ways. I use method two (Sync with selected playlists) with a slight twist. Rather than regular playlists I set the grouping field to indicate which users should receive which tracks and create smart playlists based on the content of this field.
    e.g.
    "Alice's Tracks" is "Grouping contains Alice" + "Kind contains audio"
    "Bob's Videos" is "Grouping contains Bob" + "Kind does not contain audio"
    Tracks that both Alice & Bob want on their iPods have the grouping set to "Alice/Bob"
    etc.
    I currently manage our family's five iPods using this system, each getting a different selection to suit their tastes and the capacity of their iPod. An advantage of using the grouping field is that it is stored in file tags (for non-wav audio files anyway) so that it is relatively easy to recreate the playlists should the iTunes library get trashed. Also useful if you move files about manually as playlist membership is preserved when you delete & re-import the tracks.

    My daughter and I both have iphones. I created an account (not separate itunes) for her on my computer so she could sync her phone/itunes but not have it interfere with mine since we have WAY different taste in music. Creating a different computer profile should work if you have separate itunes accounts, too.
    If you all use the same itunes account, you can turn on Home Sharing. That way you can all download the same content without having to pay for it again. Not sure how or if that works with separate itunes accounts.

    Unfortunately you can't do the logical and convenient thing of authorizing a computer with multiple Adobe IDs that are active simultaneously.
    You can authorize accounts from different vendors; one account per vendor.
    If you have multiple operating system users set up on the computer,  you can register different OS users as different Adobe Account users.

    The best way to do it is to let each member have their own Windows user account.  Within their own user account, they can set up their own iTunes library. 
    To purchase new music, each member can use his or her own account at the iTunes Store, Amazon MP3, or wherever they prefer to buy music, without affecting anybody else's library or anybody else's account.
    And when one of them gets their own computer or moves to another household, they simply take a copy of their own library, which again does not affect any other member.

    You'll not get either of theses two "account" methods to automatically, you'll need to be logged onto the correct one. However, it's possible to have multiple libraries in a single Windows User account. To create or access a second (or more) library, hold down the Shift key in Windows when launching iTunes. In the resulting dialogue you will get the option to create a new library or navigate to the other Library.
    Note: You can only have one Library open at a time and iTunes will default to the last library opened if you don't use the keyboard command to choose one. This can prove tricky when using multiple iPods, if you don't use the keyboard command you can risk syncing to the wrong library: Using multiple iTunes libraries -Windows
    Another option is to create a separate User account for each person on your PC. Different accounts by definition would give you completely separate libraries. Each account has it's own iTunes folder, Library and iTunes Music folder and you load it with CDs etc just as you did with your original one. The iPod can be set to update however the owner chooses, sync all, manual or sync specific playlists

    If you wanted to share a single library then you could automatically update the iPods without having to choose a library or account first. If you want to share the one library, you can set the iPods so that they only get updated with only certain playlists (you can update from more than one if you wish):

    Choosing the update option "Sync Music - Selected playlists" allows you to create a playlist specifically for the iPod and drag the tracks you want into it. If you tire of the list and want to change it, you just add or remove the songs you don't want. The ones you take out out remain in the library to be used some other time if you choose.
