Multiple issue: Newly created passwords don't work/ can't update apps.

My issue is more with my apple i.d. than with my devices, which are an ipad 3 and an iphone 4 (will be upgrading soon).  A few weeks ago, an icloud message popped up asking for my password.  When I entered my password, it didn't work.  I tried my password in several other places and it wasn't working, so I went into iForgot and changed it.  It still wasn't working, so I tried changing it again, still no luck.  This cycle continued for some time, recreating my apple id password over and over.  I am using the same apple i.d. that I was before, but I had to change my gamecenter id, losing access to some games.  My biggest concern is that I can get into the app store to see my account, but I can't update apps on either device.  It doesn't say that I have the incorrect password, try again.  It just does nothing.  When I look at my account settings, I see that there is a password already in place (a previous password, can't see the digits, only the number of characters), but it is not the new one I created.  When I try to put mine in it just reverts back to the old password, still leaving me unable to update my apps.  About a week after this started, my wife and I noticed a dollar charge to our itunes account that we didn't do, we investigated and found out that my itunes account had been hacked.  Apparently, the scam works when a small charge goes through and then once it does, much more is spent on itunes.  I took my card off file and am waiting to get my apps updated, before I enter a new one.  There are numerous issues happening and I'm not really sure where to begin.  Any suggestions would be helpful.

It sounds like you haven't been able to log into or use certain Apple services that require an Apple ID.
