I have been billed for one purchase but the other was is resent and none of the coins have been used, can i cancel the purchase give the coins back and get a refund/ thats our food shopping money for the month
And go into restrictions and turn off in-app purchases.
You might also want to download and read the manual.
You can also go into your iTunes account on your computer, click on Report a Problem for that app and see if anything can be done. Terms of the App Store is all sales are final but doesn't hurt to try.

Have you tried deleting it from the iBooks app and redownloading it via the Purchased link in the ibookstore in the iBooks app ? Re-downloading.
If you have the same problem after re-downloading it then try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that book and use the 'Report a Problem' link. -

To try and stop it happening again you can use Settings > General > Restrictions on your phone to turn off in-app purchases and to require your password to be entered for every download (the default is a 15 minute period during which it doesn't need re-entering) -

I purchased a audio book to listen to on my commute to work. It only works over wifi, that does me no good in the car and the book is hours long for audio. That will eat up my data. How can I get a refund?
How are you trying to listen to it ? You shouldn't need to be online to listen to it, I don't for any of mine. If you've downloaded it directly on your iPad (or synced it from your computer) then it should be in the Music app (you will get an Audiobooks option under the More button in the Music app when you have audiobooks on it) - is that where you are trying to listen to it ?
