If it's a genuine email and it shows on your account's purchase history then contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption . And change your account's password e.g. by logging into it via the Store > View Account menu on your computer's iTunes, or via http://appleid.apple.com
If it is a phishing email then forward it to Apple : [email protected] , and then delete it. -

Contact Apple Support in either of these circumstances:
You don't see the link to send a reset email, which means you don't have a rescue address.
You see the link to send a reset email, but you don't have access to email at the rescue address.
A temporary support PIN isn't usually required, but Apple may ask you to generate a PIN if your identity needs to be verified. -

Using Windows Firewall currently - Bonjour is ticked as an exception so it should be ok... but still no luck

No updates or purchases can be made on any of my devices connected to that account.
You might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
If you have an iPad, iPhone and/or iPod Touch you might then need to log out of your account on them by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in so as to 'refresh' the account on them
If that doesn't fix it then you might need to contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page -

It does not re-enable the account. I've emailed support but that will take 48 hours. Is there no way to re-enable it without contacting support? I've never had an account that wouldn't send me an email so I could just fix it in a matter of minutes. Oh yeah...this is Apple/ATT.

Why can't I find SHUFFLE when selecting Genre in ios7
