If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get them reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down this page to add a rescue email address for potential future use : http://support.apple.com/kb/HT5312 . Or, if it's available in your country, you could change to 2-step verification : http://support.apple.com/kb/HT5570

Without a rescue email address, you can't reset them yourself. Nobody on these boards can reset them for you.

1. Go to: Apple Express Lane;
2. Under Product Categories choose iTunes;
3. Then choose iTunes Store;

Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
      tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
      "done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
      Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
      should be asked to verify your security code for the credit /debit card and NOT the
      security questions.
d. At this time you can remove the card by going back in to edit the payment info and
      selecting "none" as the card type then saving the changes by selecting "done". You
      should now be able to use your iTunes store credit without answering the security
      questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

I keep reading that you can reset your security questions by going to the "password and security tab" in you apple id account. When I do this, however, it first tells me to enter my answers to the security question to verify my idenity. It there another way to reset them?

On your computer or safari on your iOS device navigate to:

          For United States - https://appleid.apple.com/us/.
Click the "Manage your Apple ID" button, and sign in to your iCloud account. Once in, on the left side select "Password and Security", and this will populate our options on the right side. You should see an option to reset your security questions.

If for any reason you can not reset these security questions, or get an error, then you may need to contact Apple directly - http://support.apple.com/kb/HE57. I give the answers that i think are right to my security questions, but it never gives me the option to send a rescue e-mail to my alt, e-mail address. I'd like to change the questions and answers so that i can start making not only in-App purchases, but purchases in general on my iPhone, since it won't let me do so without my security questions being correctly answered. any assistance is GREATLY appreciated.

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity. Creating a rescue email address also requires correctly answering them.

There is a new format for iTunes since the last time I used it and I am really upset right now. It tells me to answer security questions which I don't remember having to answer before to purchase music, It is asking questions which I am sure I never gave answers to so it is rejecting my purchase. It then tells me to call customer support, which I do, but then it will not allow me to talk to a live person unless I pay $20!!!!! That is a bunch of bull if I have to pay $20 just to ask about this new format!!!! Where can I go for help now? Will a store help me with these so called "security" questions I never answered?
