My Aero is completely disabled and I can not restart it
I have Windows 7 Professional 64 bit, hardware is irrelevant this is not a hardware issue. There is a program called dxwnd I had to use to force a an old game into windowed mode (absolutely no other way) and when it does it disables aero. Once this program
is disabled it restores aero. Upon restart of the computer aero is broken. It says it is working fine and no problems can be detected. System file checker finds no problems. Restarting DWM does nothing as it is already running fine according to the system..
I have already had to reinstall Win 7 once because of this bug and now I have confirmed it was dxwnd.
Maybe it happened after forcing desktop to 16BPP with DXWND. If so, the solution is to change your desktop back to 32bpp manually.
Follow the steps below:
1) Right-Click on the desktop;
2) Choose "Screen Resolution";
3) Click "Advanced settings";
4) Click "Monitor" Tab;
5) Choose "True Color (32bit)" for Colors option;
6) Click OK.

Doublechecking ... you get that when you use the following procedure?
In your Start menu, right-click "Computer" (or "My Computer" if using XP) and select "Manage".
Expand "Services & Applications".
Open "Services". (Perhaps maximise the screen to better see what's going on.)
Right-click the Bonjour Service and select "Properties".
In the General tab, set the Startup type to "Automatic":
... and click OK.
Restart the PC. Do you still get the message about the service being disabled? -

If it's showing the red disabled screen then you will need to connect it to the computer that you normally sync to and you should then be able to reset the iPad and restore/re-sync your content to it (http://support.apple.com/kb/HT1212) - you may need to put the iPad into recovery mode : http://support.apple.com/kb/ht1808

If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. -

You will have to restore the phone and set up as New. See: http://support.apple.com/kb/HT1212. The part you need is near the bottom, "If you have never synced your device with iTunes...". You will lose any content that is not backed up in iCloud.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

Sounds like Recovery mode times out before the download is complete. Try the following method
