Try a hard reset by pressing the Home button and Wake / Sleep button at the same time, keep them both pressed until the Apple Logo appears on the screen.
This does not lose any data on your iPad. -
App store keeps saying there is an update,
but when App Store is launched it says "Installed".
And the app itself is the correct updated version when used.The workaround for this is to delete the app then reinstall.

Now re download the app. That will install the app with the most recent version and the update badge should disappear.
How to re download apps from the Mac App Store:
Open the App Store. From the menu bar click Store > Sign In
Click Purchases from the top of the App Store window.
Select which apps you want to re download. Then right or control click where you see Installed then click Install.
Make sure and use the same Apple ID used for the original purchase. -

What type of card is it, credit card or debit ? If it's a debit card (as you say 'sufficient funds' I assume that it's a debit card) then they no longer seem to be accepted in all countries, and even where they are it seems that not all work.
For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are.
Do you have a credit card ? Or are iTunes gift cards available in your country (they are not available in all and they are country-specific, they can only be used in their country of issue) ? If gift cards are then you could potentially use them as your payment method. -

It might sound strange at first, but it might be related to your cookie settings in Safari. To see if this is true, open Safari and proceed to the Safari prefences by clicking on the Safari menu - to the right of the classic apple-menu - and choosing Preferences.
Click the Privacy tab.
Make sure your cookie-preferences are NOT set to "never" or "block always"
Set to your preferred cookie option, restart your computer once, and see if your issue has been resolved. -
apple id was originally disabled. I reset my password and can sign into my apple id account. But when i want to buy an app in the app store it says my apple id is disabled again.
It's real easy to create a new one and, in fact, it's too easy. I say that because multiple IDs are a PIA. The problem is that anything obtained from the iTunes Store is PERMANENTLY associated with the ID that was used to obtain the item(s). iTunes items can not be transferred from one ID to another and IDs can not be merged.
The problem arises when you want to update an app. If you're doing it from iTunes on your computer, you must log out and back in to get to the correct ID. Then you update and log out/in again to get back to where you started. It's slightly easier if you update from the iPad/iPod device as there is no need to log out/in BUT you still need the correct password for the appropriate ID. Of course, with a disabled ID, the problem is much worse!
A replacement Apple ID makes sense ONLY if you wish to start out absolutely brand new with zero iTunes Store purchases.
If you're really butting your head aginst a wall and you're reasonably close to an Apple Store, my suggestion is that you make an appointment with the resident "Genius" and get his/her help.
One last thought... If your brother actually got a human on the phone to dispute the charges, go there and explain the problem. Of course, if Apple did not accept his explanation of what occurred, that could be the whole issue. Apple believes that money is owed on the account! -

What sort of card are you trying to use ?
If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page -
i keep getting banner that there is 8 apps to be updated, when i go to the App Store it says all app are updated, how do i get this to stop?
It seems that every time I start up the IPad the banner over ITunes shows 8 or more in the banner. I have completly signed off of the ipad and it still comes up. Any suggestions? It seems to have coincided with IOS 7 being released, I have not downloaded IOS 7 to my IPad or my Iphone at this time.I"m not sure exactly what to do because once I got mine sorted out I can't exactly replicate it to test it, but it's like somehow your ID gets messed up.
I tried to download an app, then Apple thought that I'd never bought anything from my device so went through the whole 'give your secret questions' thing and ended up having to call apple to get them to reset.
Long story short, the inability to update has something to do with the App Store not recognizing your device, even though part of it does recognize your device (which is why you get the little badges)
You could try downloading a free app and see if you can verify your ID. Or you can poke around in here

Basics from the user guide are restart, reset, restore from backup, restore as new. I'll bet you've not tried any or all of these basic steps.
BTW, we're users, here, not Apple. So threating to buy an android phone not only makes you look like an idiot, but none of us users on this forum really give a **** what you do. -

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

Nothing happens when I hit the home button
