Hi, I'm an Apple account when I download paid me $ 25 Sharzhsh their security question that I've forgotten what I have to help me ... I'm grateful
Click here for information. If the option to have the answers emailed to you isn't available or doesn't work(the email may take a few hours to arrive), contact the iTunes Store staff via the link in the 'Additional Information' section of that article.
Nobody on these boards can reset them for you.

I have forgotten my security questions answers, and because I have entered them wrong a number of times my account is locked. I don't have a rescue email and I need to reset my security questions. Please help! (Note: if possible I would rather contact apple by email--not phone conversation, but I can if necessary.)

I need an answer
You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article(both of them list the UAE), filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
on the device that is asking you for the security questions go to "settings", > "store" > tap the Apple ID and choose view"Apple ID" and sign in.
Tap on payment information and add a credit/debit card of your preference then select "done", in the upper right corner
sign out and back into iTunes on the device by going to "settings"> "store" > tap the Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you should be asked to verify your security code for the credit /debit card and NOT the security questions.
At this time you can remove the card by going back in to edit the payment info and selecting "none" as the card type then saving the changes by selecting "done". You should now be able to use your iTunes store credit without answering the security questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

what should I do?
Which support page? See http://docs.info.apple.com/article.html?path=Mac/10.7/en/mh35902.html for starters. An alternative to those steps is to boot into the Recovery HD, restart holding down the CMD+R keys, and select Reset Password from the options menu.

Please help? How can i activate second hand ipad if its asking the old apple id password?
Take it back. The activation lock is an anti-theft measure and there is no way to bypass it. The seller should have wiped it clean for you and if they can't then it's a very real possibility that the device wasn't theirs to sell in the first place.
You bought a device that can never function so get your money back. -
Need help please help me figure out how to do this need to either get a new account and transfer funds onto it or gotta figure out to reset my questions
You can't transfer an account's balance to another account.
The page that you’ve posted from has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 half-way down that page should let you reset them.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.
Contacting Apple about account security : http://support.apple.com/kb/HT5699
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use
