My Apple ID account has been disabled.

My Apple ID account has been disabled. Whenever I try to login to my account to update apps on my mac or iPhone, I get a message that my account has been disabled.  If I try to reset my account, I am told to enter the Recovery Key from my two-factor authentication setup.  While I do have two-factor authentication on, I never saved the recovery key.  A few days ago I called Apple Support and they eventually told me that the account would be unlocked unlocked after 8 hours, and then I could try my password again.  This is obviously not the case.
I'm trying to figure out my next steps. Obviously Apple can't reset my account over the phone.  However, the website seems to indicate that I will have to create a new account. Is there a way I can prove I am the owner of my account?  Like if I brought my macbook and/or iPhone into the Apple store, would they be able to verify my account/identity and open my account?  Also, if I needed a new account, would I be able to transfer my purchases over from my old one?

I doubt the Apple store could do anything.  They would end up calling Apple support too.  If you called support and they agreed to unlock the account but haven't, call them back.
Apple officially states that purchases are permanently tied to the Apple ID used to purchase them and can't be transferred.  You would have to ask if they could/would do this under the circumstance.

    They give me that option when I'm setting up my account and I've got all that worked out. But my apple I'd is still disabled on my Mac, iPad, and iPhone. I can't download anything nor can I update any of my apps. I've even changed my account to a credit card and it still didn't help.
    Any ideas?  I've put in a support request. Hopefully they won't take too long.

    Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
    Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
    If it then works on your computer's iTunes but not your phone/iPad then try logging out of your account on the phone/iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it

    I updated the software on my iphone4 tonight and ran into this same endless loop - "itunes terms & conditions have been changed" - go to itunes, aceept - back to the "T&C have been changed message" with no ability to do anything in the app store until I accepted the new terms.
    While not a very direct solution, I was able to finally accept the terms in a way that seem to register with apple by making a purchase through iTunes on my computer. This forced me through updating my payment information and updating my iTunes software to the latest edition (which I had not yet taken the time to do).  After doing both of these, iTunes took me through the terms & conditions on two separate pages, but ultimately allowed me to purchase my song.  Once I completed these steps, it fixed the problem on my phone, so now I can update my apps and download new ones without running into that loop.
