    Locked? Does it say it has been disabled?
    You can log into appleid.apple.com and it might unlock it. If it doesnt, then it might be for security reasons and you need to contact Apple Support to get it unlocked by calling 1-800-MYAPPLE.

    With activation lock you will need to type in the id and password of the account that it's locked to, it can't be bypassed.
    About activation lock : Find My iPhone Activation Lock.
    If it's your colleague's id and he/she can't remember its password then they can try getting the password reset via http://iforgot.apple.com
    If it's somebody else's account that it's locked to then you will have to contact the owner of the account and ask them to remove the iPad from it : Find My iPhone Activation Lock: Removing a device from a previous owner’s account.

    Ok so it's usually locked for eight hours. You have to wait until they're done. After that call Apple they'll help you. I called them and they let me reset my security questions. They're really nice.

    Sorry, downgrading the iOS is not supported by Apple, thus there is no official way to do so. Your phone was re-locked to the carrier it was originally locked to because you hacked it to unlock it. Apple's servers detected such & re-locked your phone. You need to contact the carrier your phone is locked to if you want to get it officially unlocked.

    I got locked out from my iPad mini during my initial setup.  Keep ask me for passcode but I haven't setup one.  Reboot and restart didn't solve the problem, tried connect to iTunes but it won't let me because it requires the passcode.  Tried my Exchanged password, Apple ID password and my iPhone passcode but none work.  Any idea to resolve this?

    Try and force your iPad into Recovery Mode
    1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
    2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
    3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
    4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
    Note: Data will be lost.

    Saw this solution on another post about an iPad in a school environment. Might work on your iPad so you won't lose everything.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    The device was synced to icloud some time ago. The Laptop PC I normally use with the device is not with me now and is being formatted for a different reason.

    I cannot buy any music due to the security questions. I do not have the answers to the questions and I got locked out for trying to answer them. How do I disable the security questions?

    Usually you will need to contact iTunes store support but this workaround may help:
    -On the device/computer that is asking you for the security questions go to "settings", > "store" > tap the Apple ID and choose view"Apple ID" and sign in.
    - Tap on payment information and add a credit/debit card of your preference then select "done", in the upper right corner
    - Sign out and back into iTunes on the device by going to "settings"> "store" > tap the Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you should be asked to verify your security code for the credit/debit card and NOT the security questions.
    - At this time you can remove the card by going back in to edit the payment info and selecting "none" as the card type then saving the changes by selecting "done". You should now be able to use your iTunes store credit without answering the security questions.
