My Apple ID is disabled. Earlier this month fraudulent charges were made, and have now been resolved. But when I tried to buy something in the app store, it says my Apple ID is disabled.

I have gone to the apple website and changed my password already. I logged in on settings on my phone with my new password, and a box popped up saying I needed to verify my credit card. When I go there, it says I am disabled still and I can't do anything. Then when I go to the app store, it still says my Apple ID has been disabled. Please help! I am technology impaired...
