My apple ID is not verified on iMessage or FaceTime! Help!

I bought an iPad last October 30th, my bday and since I have gotten it, I have never been able to use iMessage or FaceTime. Its street up because I have friends I want to talk on it. I tried calling apple but all they did was raise my phone bill. Every time I touch iMessage or FaceTime, it's comes up with the ID already in, since I have typed it so many times and needs a password. I put in the password and then it loads to sign in. The screen then says:'People will message you using your email address. What will you like to use?' And my email is in a box ticked to next to it and I can't edit anything. I touched NEXT and it says its verifying. Then everything returns to the original sign in page with my Apple ID.
This is annoying and I'm really desperate now. Could someone please help?

Facetime and iMessage seem to be issues on Apple's end, so not much you can do but wait for them to fix it.

You need to click the link in the e-mail you received to verify.
Then you need to link the valid credit card info to your Apple ID if you want to download anything from Apple Store (iTunes, Apps and iBooks).

It sounds like you have verified your Rescue email address and cannot download apps becuase you are prompted to verify your Apple ID. I recommend you use these steps to get your Primary email address verified:
How to verify the primary email address for your Apple ID
When you first create an Apple ID (using your email address) a verification email is sent to that address. If you sign in to your Apple ID from the link in that email, the email address is verified as the primary email address for your Apple ID. You can also resend the email verification if the email address is not verified:
Sign in to My Apple ID to manage your account information.
Click Resend under Primary Email Address.
Verify your changes by following the link in the email you receive from Apple, then signing back in to your account.

You can take a look at this support document for troubleshooting iMessage and FaceTime activation. If you have difficulty activating FaceTime or iMessage - Apple Support
I believe with the iPhone, you need to have a SIM installed, since the activation sends an international SMS to servers in the UK. Check to see what that support document states.

Yes, this is activation lock. Return the phone for a refund, as it is useless without the activation information of the previous owner.

Please help me, Before my imessage and facetime is working with my email not my phone number. And then i try to change it with my phone number but always failed (i turned it off and on again but can't verify with my phone number). Then i erased my apple id on imessage and facetime, and the problem started, when i turning it on again and i need to enter my apple id and password, it said incorrect and i need to reset my password. And then i reset my password with a new one, and enter it again but incorrect again. I also try make a new apple id, but incorrect again. Besides, my appstore, game center, icloud can working with my apple id and password... Please help me with this issues...
