Sounds like you entered the passcode in wrong more than 10 times and this has locked your device.
Since the only way to fix this is by doing a factory mode restore:-

Correct. it does not magially appear in other places. It will only be where you put it.

Correct as well. Iphone will sync with one computer at a time. Syncing to another will erase the current content.
You need to copy everything ( itunes library/contacts/pics/calendars/files/docs) from the old computer, or your backup copy of the old one, to the new one. -

After installing Mountain Lion, my iTunes app wont start, why ??? It bounces in the dock, then "Unexpectedly Quirs"
Let's keep it simple...
1) Make a new user - the steps are in http://support.apple.com/kb/HT1199
2) Log into that user, open iTunes, agree, etc. - it will probably work
3) If it does, it tells us that iTunes (the program) is fine but it's encountering something unexpected
4) Go back to your user, and try to open iTunes while holding option and making a new library - like suggested in http://support.apple.com/kb/HT1589
5) Your iTunes will be empty. This is ok. Your files are not touched by this process.
6) If iTunes doesn't quit when loading an empty library, you could try rebuilding the iTunes Library as Apple documents in http://support.apple.com/kb/HT1451
7) If iTunes does quit, it could be trying to grab something - like photo information to sync to your iPad - and that's where it finds the unexpected data. Maybe try moving the iPod Photo Cache? http://support.apple.com/kb/TS1324 should guide you for how to do that.
If you tell us whether it is library-specific, user-specific, or system-wide (happens in both users), we could maybe give you better advice on what's going on.'
If the new user has the same behavior, maybe remove the SC Info folder - there are not many system-wide files iTunes touches. http://support.apple.com/kb/TS1389 covers how to remove that invisible folder.
iTunes uses /Applications/iTunes.app, /Users/Shared/SC Info, ~/Music/iTunes/ and ~/Library/Preferences/ and a bunch of other files. I don't think focusing on /Applications/iTunes/app or other system-wide files is going to be as effective as knowing whether the issue is system-wide or user-specific.

When trying to purchase songs on my itunes with a gift card, its telling me i have to have the correct billing information on my debit card which I know is correct already. How do I go about fixing this?
Part of the validation for credit cards is that they need to be registered to exactly the same name and address that you have on your iTunes account, which prepaid cards tend not to be. Do you have a proper credit card that you could use ? Or are iTunes gift cards available in your country so that you could try using them as your payment method ?
Until you have a valid payment method on your account and what you owe iTunes has been paid off then you won't be able to download any item from the store, including free apps (and updates to apps). -

Transfer the purchass by:
iTunes Store: Transferring purchases from your iOS device or iPod to a computer
In iTunes 11 use Control+B to show the Menu bar then go to iTunes>File>Devices>Transfer Purchases
If not transferred, the purchases will not be on the iPod after the update. -

My iPod lately has not allowed any purchases to download. It kept telling me log on to my iTunes store on my computer and the apps will then appear. I did this. Even tho I was already signed on. No changes. Apps didn't appear. So it then told me download latest iTunes.I did. My computer no longer has any of my music oni even tho its still all on my ipod. Hi, I am currently based in South Africa, but I download most of my free apps from the US apple store. When i decided to buy an app ($5.99) from my Ipad mini, it asked me to fill in my billing details, and so i did using my father banking details. it accepted it and my father received an sms saying the the ammount had been taken from his account, yet the app did not download. So i went to download it again, as the first time, it asks to fill in the banking details again as if i had not done it.
why wont the app download? must I use the South african App store? and if so will i have to spend the ammount again to recieve the app? So the amount that has been deducted from the account the first time was for nothing and a waste of money?
Any advice would be much appreciated.The system requires that you use the store for the country in which you reside. Living in South Africa you should not have been using the US store.
When you buy apps you need to buy them from the store for the country in which you reside. You need to provide a payment method from the country where you reside. If you intend to use a bank card it must be from a bank in the country where you reside with a verifiable billing address in the country where you reside.
Since you admit that you have been flouting these requirements, it has now caught up with you. You will need to stop flouting the system and follow the rules for using the iTunes stores to continue further with purchases. -
