My back screen is red with a white apple, apps are blurry, has anyone else had this issue?

Did you drop your iPad or bang it against a hard surface maybe? It seems to me like it's a hardware issue. But anyway, try a reset and see if that helps at all - assuming that you didn't drop the device that is.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
If it's a hardware issue, it can't be fixed, but in order to determine what it is for sure, you may need to make an appointment at an Apple Store and have the iPad evaluated.
