i have hot an ipad and my brother put one password and then he forgot it, so it is lock and when i conect to itunes there is no posibility to repair it or to clear my password, i want to unlock it, how can i do?

You don't need two separate libraries to manage two devices.
I suspect the reason that the apps are appearing in both libraries is that you have enabled automatic downloads in iTunes and automatic syncing of apps so that all your purchases end up in both libraries, defeating your original aim.
Why not use a single library and make playlists for the media content you want on each device? Disable Settings > Store > Automatic Downloads > Apps on each device, then connect each device in turn and turn off Automatically Sync Apps on the Apps page.
You can now manage your devices independently, while only having to manage the content of one iTunes library, instead of two.

You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Are you talking about changing the Apple ID used for purchases in iTunes? If so go to 'Settings->iTunes & App Store-> then 'tap' on the Apple ID that appears and click Sign Out on menu that appears. You can now login with a different Apple ID.

iTunes will only ever install the latest version of iOS for the device, in the case of the 3GS that is 6.1.

I tried to purchase an app (PDF Highlighter) and upon doing so I was promoter to answer two security questions "since this is my first purchase on this device." In addition to this issue, I went into my setting and entered my debit card information in another attempt to purchase the app. Upon doing so I was prompted to verify my payment info. The prompt asked me to enter my security code. I entered the correct code and it comes up invalid. If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox)

Then, launch the app, log in with the Apple ID & password used for your iPad.
