If dropped in salt water, it's a goner for certain. Contact your insurance company.
If dropped in fresh water, it might still work. But it depends upon how much moisture got inside and a bit of luck. 
1. Remove the battery. Important. Do this first. You want to remove power sources in hopes of preventing electronics from shorting out.
2. Turn off camera. Remove the memory card.
3. Remove the lens (optional, see below).
4. Leave open battery compartment and memory card compartment doors to help air out inside.
5. Pop up the flash and leave it standing open.
6. Remove the eyecup and set it aside temporarily.
(Note do not remove lens or open up this way if you sit the camera in rice. You do not want rice dust getting inside!)
Let sit for some days to dry. Do not put the battery back in and turn the camera on until you are certain it's completely dry.
If the lens got soaked too, then it's going to be harder to get dry inside and likely ruined. Try leaving the caps off and standing it on end to dry. But it's still likely to end up with stuff dried onto the optics inside, at best. At worst, it will develop fungus or mildew inside. This can happen inside the camera, too.
Most repairers won't even look at a camera that's been dunked in water. They too often simply aren't worth trying to repair. To be done right would require complete disassembly, cleaning and relubrication.
But it costs little or nothing to try dyring it yourself.... after you get it completely dry, if it's still working okay it might be possible to have the focus screen and mirror cleaned, if that's needed. Don't try to clean these yourself. Both are very easily damaged by the wrong cleaning solutions or incorrect procedures.
I've never had a camera get dunked in water... but have gotten caught in heavy rain with cameras, lenses and flashes... I followed the above procedures (no rice, just warm air from a hair dryer) and everything survived and continued to work fine after a few days drying out. There was no sign of water inside the cameras or lenses, though.

    My iPhone landed in normal tap water and was in there onlyu for the few seconds it took me to get it out. I let it dry for a bit and tried to turn it on, the screen flipped open for a fraction of seconds and went black again. Then for a while I could see foggy glass on the phot-eye and the flash light was on. Now there is no more damp on the photo eye and no flashlight on, it won´t go on and nothing moves.     You most likely shorted the battery doing that. Your warranty is now voided, so a third-party repair shop "might" be your best option. Although, if you go that route, you will forfeit the right to an out of warranty replacement.               See this article! (i'v heard this actually works [sometimes]). You might also try rapping your ipod in a towel and letting it set in the sun for a day! However, if these do not work you may need to take it to your local apple store for repair!

    If the iPhone was in water, the dry rice for a week trick sometimes works, sometimes does not work.  If it does not work your only choice is to take it to an Apple store genius bar and see about a replacement.  For an iPhone 4 the out-of-warranty replacement is $149 in the US.

It was dropped in water for 4-5 seconds, but it didn't go all the way under and the lens was above water.It was off, and I immediatly took it out, took the battery and sd card out. I put it in a bowl or rice for 28-30 hours. I recently took it out and put the battery (fully charged) back in and turned it on, but it wouldn't work. Is there anything at all I can do to save it? 

    It really does depend what water he dropped it in!
    Sea is salty, salt  conducts electricity, my thinking here if it got onto the circuit board or any electrical contact it could cause a leak, a resistive leak - not a water leak.  Maybe a few 100K ohms or less, this would be enough to upset the apple cart and cause digital circuits to 'latch up'.
    Salty water can eat away the protective  lacquer on the circuit boards then eat away the fine copper tracks, it would cause severe contamination to them.
    Also water can ingress by capillery action.
    Apart from what has been suggested to letting it dry out the only option would be to send it in for repair, then there's the question is it worth it.

    Then you will slowly encounter more and more problems with your phone as the electronics corrode. The issue with the memory card is probably due to card reader or mainboard. The service centre will have to check to see which it is and replace as necessary. 
    Another option would be to try to restore the backup using Ovi Suite. You will need to transfer the backup from the memory card to your pc first and try it from there. This way you bypass the card reader.

    Sounds like your phone is in recovery mode.  In this case, all data on it is gone.  There's nothing to back up.

    If it fried the charger, then there is something seriously wrong with it. You need to take it to an Apple Store to have it looked at, and be prepared to be told that you will need to get a new phone. If you can't charge it, it will be useless to you in a matter of days anyway. Also, do not even try to hook it up to your computer....you will probably cause serious damage to the computer and be even worse off than you are now.
    Sorry about your troubles. But for your own safety, you need to have the phone looked at! Don't wait - if you wait until it has no more charge left, then no one will be able to recharge it to look at it....

    My iPad fell into a sink of water for a second.  It didn't even touch the bottom before I grabbed it.  I took off the case (plastic decorative one), it wasn't wet under it, but I made sure it was all dry.  Should I worry about it?  Take it in to get checked?

    Was the iPad powered up when you dropped it in the water? If it was and it disnt get wet, I think that you should be OK. If it wasn't powered up, but dI'd not get wet, I wouldn't worry about that either. The key here is if the surface of the iPad didn't get wet, then I dont see how water could have seeped in anywhere, if it truly happened as quickly as you are saying.

    What user troubleshooting have you done on the phone? The steps are restart, reset, restore from backup, restore as new. Understand that a restore will put the latest iOS on your device. It is also possible there is a hardware fault on the device and the Bluetooth is failing. Anything is possible given the scenario you describe.
    And as far as iOS 7.x is concerned, we have 5 different iPhones here at home, all with the latest iOS, a 4, 4s, 5c, and 2-5s and all are working just fine. So, a blanket statement such as the one provided by the other poster is not completely true. Others are not having any issues at all either.

    Turn it off and stick it in a cup of rice for 1-2 days, making sure it is completely submerged in the rice. This will draw out the moisture.
    Works like a charm.

    Sorry, once your phone was exposed to water, your warranty/support was voided. Your only option now is an out of warranty replacement, cost is US $269. But, since you purchased your phone in Dubai, you need to physically return it to Dubai...you can't mail it.
    You won't receive any service or support, in India, for an iPhone not purchased in India.
