My computer doesn't "see" my iPhone when plugged in

First, I have an iPhone 4. I have this new computer and I'm having to re-install all my software. When I click "Add files to library", I don't see my plugged-in iPhone in the list of drives, though I hear Windows 7 *bong* when I plug it in. I don't think this has happened before. Is there some setting I need to adjust or something? I can't transfer anything off my iphone if my computer won't even recognize it. I installed Flash and Java, but neither seem to have anything to do with this problem. Incidentally, I plugged in my external hard drive, and it got recognized fine. I also don't see the iPhone in Windows Explorer as an extra drive or anything.
I uninstalled iTunes and reinstalled it. I got this error:The registry settings used by the iTunes drivers for importing and burning CDs and DVDs are missing. This can happen as a result of installing other CD burning software. Please reinstall iTunes.
I've been researching this issue for two days online. I've uninstalled/installed iTunes four times, and also installed the Gears software that I read was supposed to add drivers or whatever to fix this. That was a bust. I also can't get my computer to recognize my iPhone anymore - it doesn't show up in Windows Explorer or iTunes as a device that's been plugged in.
I also went into the registry to add a file suggested at the following link, and rebooted - with zero success.

All this is after I had to have a new hard drive reimaged. Before, I transferred between my iPhone and laptop fine. I've been at this for days now and I'm wasting tons of valuable time looking for a solution. To be honest, if I had known Apple's products were so hard to make function, I would have gone with an Android or Galaxy.

My girlfriend had this same issue.  It ended up being her cable. 
It was very weird and confussing as the first cable would allow the phone to show up on my laptop but not my girlfriends.  So we thought the cable was fine. 
Further the first cable would allow the iPhone to sync with itunes on her laptop but not show up in her "My Computer." 
By chance we tried a different cable and it worked fine on her laptop and instantly showed up in her "My Computer."
All very weird but try a couple different cables and see if that fixes the problem first before resorting to other time consuming steps.

    this is weird, but it ususally works for me: try blowing in both ends of your usb plug to make sure theres not any dust lurking there. do the same to the baottom of your iphone where you plug the cord into. its not a techy kind of solution but it works for me and my friends.

    Your computer should recognize the Camera Roll only, as a digital camera. iTunes must recognize it for syncing and backup.

    You need to update your software to 10.5.8 at a minimum. That's your problem, 10.4.11 is no longer supported.

    Did you update to iOS 7? If yes you need to update iTunes on your computer to iTunes 11.1
    If you are using iTunes 11.0 and iOS 6.x then show the left sidebar in iTunes.
    When in iTunes on your computer use the View menu to View Sidebar. The device should show up there when connected.

    Update: my PC USB hub was connected to a USB 3 port, I connected the 30 pin cable directly to my PC, And the restore worked just fine. Restored phone from iCloud backup and seems to be working fine.

    That "test" page should be viewed in Internet Explorer and not with Firefox, as it may use ActiveX which isn't compatible with any Mozilla product.

    First, try to do a hard reset of your phone. (Hold down the Home button and the sleep/wake button at the same time for about 10 seconds. When the screen flashes and the Apple appears again, release the buttons.)
    If that doesn't work, then you may have to put your phone in restore mode.
    Power off your phone and disconnect it from the USB cable.
    Close iTunes.
    Then press and hold the Home button and while keeping the Home button pressed down, connect the phone to the USB cable.
    Continue to hold the Home button pressed down. 
    After a few seconds, you should see the display prompt you to connect to iTunes.
    After that, you should be able to restore your phone from iTunes.

    Have you tried connecting to other USB port?
    Once connected, an "autoplay" windows dialog box will appear asking "XXXX iPhone" import pictures and video, open device to view files, etc.
    You can select either or to copy photos manually you can go to my computer and under portable device will show your iphone and go into to see all your photos and videos.

    its a crapshoot, sometimes it happens other times it does not
    only way round this i found is to do this:
    reboot windows
    and reboot iphone
    eventually they will see each other.
    what causes it? poorly coded itunes for windows, who knows.
    but its something i've had for many versions now, 9.2.1 is nothing new. but it does seem to happen more now.
