My credit card was charged but did not get the application

Hello,
I have tried to contact bellshare but still no answer.
I have previously bought bebuzz 4 on mobihand and since i cannot pay an updrade I bought bebuzz 5 from app world.
When i clicked purchase i got this error "There is a problem with your credit card authorization. Please try again or visit blackberry.com/appworld/support for more information. (Error ID: 10000)"
But 2.99$ were charged on my credit card. My bank cannot cancel the order unless them a cancellation email was sent from the buyer.
Can you please help me with this issue?

bellshare replied finally and that was their response: "Contact AppWorld support. This is an issue with their App and system"
@blackberryhelp on twitter said to contact the vendor
So what to do now? each party isn't taking its responsibility
