My daughter entered a passcode to get into iTouch but can't remember what it is. Does anyone know how to reset it without clearing everything off?

    You can't.  If there was a way to get into the phone and backup data without a passcode, what would be the purpose of the passcode?
    Either think harder, or prepare to lose all your data.

    If you have the OS X installation discs for this computer, then I suggest you erase the hard drive and install a fresh copy of OS X so you can set up an admin account only accessible to you. Create separate managed user accounts for each of your children.
    This will prevent your children from making any changes to the accounts of their siblings since you will retain the only authority to make such changes. This would be accomplished through the Parental Controls options of Accounts in System Preferences.

    I know that I've entered the correct passcode, and iOS 7 validates it as it installs, but now I'm locked out, but wasn't intially.
    How do I gain acces again? I've tethered it to iTunes but can't see anything to help.

    Restore, if iTunes will let you.  Everything except the password will be restored.  Connect via cable to the computer that you use for sync.  Be forewarned that it takes a long time.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
    At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod.  As before, say "yes."  Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time.  If that happens, only the apps that are part of the IOS will appear on your device.  Corrective action is simple -  choose manual "Sync" from the bottom right of iTunes.
    If you're unable to do the Restore, go into Recovery Mode per the instructions here.  Since you have IOS-7, read this.

    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
    You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

    If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.     Try restoring the iOS device if backing up and erasing all content and settings doesn't resolve the issue. Using iTunes to restore iOS devices is part of standard isolation troubleshooting. Restoring your device will delete all data and content, including songs, videos, contacts, photos, and calendar information, and will restore all settings to their factory condition.
    Before restoring your iOS device, Apple recommends that you either sync with iTunes to transfer any purchases you have made, or back up new data (data acquired after your last sync). If you have movie rentals on the device, see iTunes Store movie rental usage rights in the United States before restoring.
    Follow these steps to restore your device:
         1. Verify that you are using the latest version of iTunes before attempting to update.

              If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:

    So now I went back to the screen that orginally asked me for my Apple ID and passort, and instead of entering my Apple ID i entered the email address associated with it and the new password.  It now tells me "You can't sign in because your account was disabled for security reasons.  To enable your account, reset your passwort at iforgot.apple.com"
    I have now changed my password twice and it still doesn't work.
    Until I get this resolved my tablet is useless.

    It sounds like your passcode is not working for some reason to unlock your phone. This article should help you get back into your device:

    If the passcode will not unlock the screen you are entering the wrong passcode. To change or remove the passcode you can use the settings app.
    Settings > General > Passcode Lock
    The caveat here is that to make changes to the passcode lock you need to enter the correct passcode lock.
    If you do not know your passcode you'll have to restore your iPad by connecting it to iTunes on your computer.

    Hello! Resetting the ports is done by resetting the pmu. press the button once with all external cables unhooked. Below is a pict of an example of the pmu location. Also an intermittent problem is often a bad cable. Tom
