My father's iphone will not boot. We live in Barbados but the phone was bought in the US. Is there any way to fix this, or does he need a new phone, and is this covered by warranty?

My father has owned his iphone for almost exactly 9 months. The phone was purchased in the US when he was on holiday. We live in Barbados, but the phone should still be under warranty. (please correct me if I'm wrong). He says the phone will not boot, it is inconsistent with showing how much battery life it has and it keeps looping because it's always trying to reboot. He treats his electronics very well and the phone is in perfect condition. Is there any way that this can be fixed without him losing all the information on the phone? Or can he get a replacement phone (due to the warranty issue)?
