somehow my husbands phone number is in my new mini ipad i got today. So when I send a message it goes to his phone also!!!

Are you using your husband's Apple ID on the iPad? If so, Messages will use his phone number by default.
Did you set up Messages to use your own email address and uncheck your husband's phone number for "you can be reached for Messages at" in the settings?

You will only be able to track your iPad if you have find my iPhone active and the iPad is connected to a network.

Call Apple anyway. If the device was ever registered with then they will have the serial # on file and can look you up by other info such as your name or phone number.
To re-enable an iPad any computer with iTunes should work. However, if your data was not backed up to iCloud you will not be able to access it until you get back to your home computer.

Do you have an iPhone associated with your Apple ID?
To associate Messages on an iPad with a phone number you need to have an iPhone that has the Phone number so it can be associated with the Apple ID being used on both devices (iPhone and iPad).

Apple doesn't give out phone numbers or wireless plans. Only the cell carriers do that. While A Cell Plan for an iPad has a number its just for Identification purposes by the carrier, and cannot be used for Messages.
Also it is not necessarry to have a cellular iPad with a cellular plan to have a number for messages. As I said, you need an iPhone to do this.

I've just lost my iPad and I just realized that it wasn't registered on Apple support along with my other 3 Apple products, partly because it was bought many years ago and I totally forgot about registering it.

You can go to Settings/iCloud and delete the account, then create a new iCloud account. You can still use the same account for the app store though.
