My icloud account id was deleted and I can't enter a new one

my icloud account id was deleted and I can't enter the new one on my device.  Does anyone know how to get around this?

Hi Ross, before getting so heavy handed:
1] Reapply the 10.4.6 Combo Updater or apply the 10.4.8 Combo Updater as this has done wondrous things for some folks. Follow standard precautions re updates/upgrades.
2] Do a Forum Search, all forums, on any confusion. If find no help then
