Yes. That is exactly what you need to be doing on  regular basis.
Import the photos to your computer.
Either via syncing with computer or using iCloud Control Panel (Windows) or iPhoto (Mac).

After you import the photos, delete them from Photo Stream/Camera Roll.
You can sync the photos you want on your iPhone back to the iPhone using iTunes. (These photos are not part of the iPhone backup)
