Ok, it sounds like you've recently updated iOS? If this is the case, you are taken through a small setup process, turning on Location Services, setting up access to Wi-Fi etc.. Did the Wi-Fi succesfully detect and let you join your connection? As you'll need to be able to do this to Activate.
It may well be turning your router off for about a minute and turning it back on and letting it get up and running again will do the trick.

Ah! Can't say I've ever heard of that screen. However, I did find other similar topics. Try these steps, which worked in one the other discussions I found on these forums.
1. Removed all IPSW files form ~/Library/iTunes/iPad Software Updates.
2. Powered down iPad completely.
3. Opened iTunes.
4. Held down the Home button on the iPad while connecting it to iTune via cable.
5. Had iTunes download the correct IPSW and restore my iPad.
These instructions presume you have a Mac since the ~/Library/... refers to your user account on your Mac. Step 4 assumes you have your iPad connected to your Mac with the provided USB cable.
If you don't have a Mac, try rebooting your router by turning it off, and turning it back on.

If you intend to keep using iCloud on your iPad, your best course of action would be to update your Apple ID/iCloud information so that you have a known password and it is associated with an active email address. You may find the following articles helpful:

It was working fine up until I upgraded the OS which I hadn't done in many versions so the ipad was not working as well as it should. Now it is searching for the network.

Let's get your device working again! It's possible that your device just needs to be reprovisioned on our network. Please go to Settings>General>Reset>Subscriber Services>Reprovision Account. This may take several minutes. After allowing about 5 minutes for completion, please power your iPad off and back on, and test it again. Let us know if this takes care of it!

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.) No data/files will be erased.

I am not sure if you are unable to activate iMessage or that your phone number is not registering with iMessage. However, here are the troubleshooting articles that cover both scenarios.

If available in the USA, get a pre-paid micro-SIM card for the iPad and use the cellular network there.
It might be enough for 10 days (check what is available and connection rates) and could serve you again for a future trip to the USA.

Hello this is happening to us also (minus the Bluetooth speaker). We can't figure out what is causing the data usage. I turned off mobile data as soon s I activated the device, and got the message that unless I am connected to WiFi.....(that is exactly what I wanted). We watched Netflix for about three hours, then the alerts started. Like you we have many devices connected and never used over 2GB now all of a sudden we have used it in a matter of hours. My husband called Verizon and got the usual doubting Thomas response. I understand that they don't know my device settings. So over the phone we check all the settings and turned off every possible culprit eating up the data and end the call. By now I have purchased another gig for the month! Assured we are NOT using mobile data, we continue on the IE path to bliss. HA! A few hours later I check the mobile data usage on the Verizon website and that darn thing is still using data. After two more phone calls and two VERY uneventful trips to the local store we were told to take out the sim card. This has stopped the data usage, but it defeats the purpose of having the data plan. I could have just stuck with my Surface. Verizon sent us a new sim card. Its been installed and I have set my homepage to Verizon mobile data usage (just kidding) but I am on that site a lot. I am surprised at the number of complaints about this device. When we called the Verizon support acted as though this was the first time they had heard about this. Thanks to everyone who responded and related subject helped. Holding the home button and power button simultaneously for 10-15 seconds does unlock the screen. I can now use my ipad again. However, a futher problem has arisen since updating to IOS6 and activating icloud at same time, Although not sure if its related. The problem is that when connected to my PC the itunes message appears 'Cannot read ipad'. It instructs you to restore but keeps timing out after about 1 hour. This maybe internet issue but can't understand why itunes cannot read my ipad. May need to completely erase all content & reset. Or any other suggestions why this has happened?

On windows load the airport utility .. latest correct version as possible.. there is no windows 8 but win7 works after a fashion.
Make sure the TC is using SMB compatible names.. short no spaces and pure alphanumeric.
Type the name directly into windows explorer.
\\TCname or \\TCIPaddress
If no luck turn off all the firewalls.. internal windows plus security software plus whatever other gargyoles and other rubbish AV software you have running.
Ensure windows is able to at least ping the TC by IP address and name..
Use the utility in windows to set file sharing to guest account on with full read and write access.. and set workgroup to WORKGROUP.

As Johnathan has written yes apps for iPhone will work in the iPad, however there is a '+' mark on the icon you touch or click for download which indicates both iPhone AND iPad apps. Those apps will display perfectly for the iPad.

On the MBP, in iTunes, switch to Song view and enable the iCloud Status column by pulling down View > View options and selecting the option for "iCloud Status." Close the small window. Look for any tracks that have a status of "waiting." If you see several of them disable iTunes Match while holding down the Option key. Quit iTunes, wait a few seconds, then open it again and turn iTM back on. Let it compelete the scan. Wait until all tracks that are "waiting" have a status of either "matched" or "uploaded."
On the iPad, turn off iTunes Match then launch the Music app and let the contents clear out. Power cycle the iPad for good measure, then re-enable the service once all the tracks in iTunes have been processed.

Sounds like you need to verify the account by responding to the verification email from Apple. Make sure you are checking the email address you used to set up your iCloud account. Check the spam/junk folder as well as the inbox. If it isn't there, go to https://appleid.apple.com, click Manage your Apple ID, sign in, click on Name, ID and Email addresses on the left, then to the right click Resend under your Primary Email Address to resend the verification email.
