Hi..
On the iPad, tap Settings > iCloud
Turn Photo Stream off then back on then restart the iPad.
Hold the power button until "slide to power off" appears.  Slide to power off.  After it is off, press the power button to turn it back on.

    You cannot directly transfer anything from an iPhone to an iPad. If your iPad is signed onto the same Apple ID as your iPhone in Settings>iTunes & App Store, then it has access to the same Music library as your phone. Click on the More tab in the iTunes App on your iPad, and then on Purchased, Not on this iPad to see all of the music available to download to the iPad. You can also set the "Automatic Downloads" option to ON in Settings>iTunes & App Store and going forward, any music you purchase on the iPhone or via iTunes on a computer will automatically download to your iPad. Set the same setting on the iPhone to have it do the same.
    As for photos. If both the iPhone and iPad are signed onto the same iCloud ID in Settings>iCloud, then turn on Photo Stream on both the iPad and iPhone to share Photo Stream photos between the two devices. Photos on your Camera Roll that are no longer on Photo Stream, or photos in other Photo Albums would have to be sync'd to the iPad via iTunes on the computer you sync with (assuming you have imported your photos to that computer).

    There are a different ways to do this:
    - Open the photos one at a time and take a screenshot.  This will add a new low resolution copy of the photo to the camera roll, which will then upload to your photo stream.
    - Email the photos a few at a time to yourself, then save the attached photos to your camera roll.  This will add a copy of the photo at full resolution to your camera roll (if you choose to send them as Actual Size) and upload to photo stream.
    - Use an app like PhotoSync, which will allow you to wirelessly transfer copies of all your old photos to your computer all at once.  Then delete these photos from your camera roll and use PhotoSync to transfer them back from your computer to your camera roll.  These will be the original resolution and will upload to your photo stream.  (You need an App like this because iTunes will not transfer photos back to your camera roll, where they must be in order to add to your photo stream).

    Ok you can reset the stream from www.icloud.com
    Goto www.icloud.com
    Login with your iCould username and password.
    and login
    Then click on your name in the top right hand side of the screen next to sign out,
    it opens a window Account details with Language, Time Zone, Advanced
    Select Advanced - Then click Reset Photo Stream. and confirm, the stream will be reset and totally deleted
    I still think you should be able to remove individual pictures though, a blured image etc is a problem

    I do not use iCloud and have always had it turned off on all my devices.
    On my iPad (which is the 'new' iPad running 6.0) for some time I have had a lot of 'other' and can identify from the usage panel that there is 1.1 Gb showing in my photo stream.  I have noticed that if I add photos the other shrinks slightly, but if I remove a photo folder, other grows.  Today I have completely removed all photos yet still seeing 1.1 Gb in photo stream.
    I followed the advice to remove items from photo stream, just in case, but obviously as I genuinely do not have anything in there did not get any option to delete stuff.  My iPhone 5 and iPod Touch 4th Gen both show nothing in photo stream.
    I've tried restoring the iPad, still returns to having 2.4 Gb of other with 1.1 Gb of that being the photo stream.  As it is only a 16 Gb iPad I could do with the storage back.
    This exceptional 'other' was there in the previous OS so it's not something caused by the latest update.  I've tried all the suggestions for sorting out 'other' but nothing seems to work.
    If anyone has any suggestions I'd be grateful for the advice.

    I'm guessing, of course, that this photostream is what is using the other, open to suggestions otherwise.

    Neither.  Photo stream does not use anyone's personal iCloud storage, it only uses some of the free space on your device.

    Log out of iCloud in the System/iCloud preference pane and disable Photo Stream in iPhoto's Photo Share preference pane.  Then log back in and re-enable, respectively.  That should jump start Photo Stream on your Mac.
