I really upset.my iPad is new and I go to setting and my screen is freez. Is some problem with storage&backup

First, try a system reset. It cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.
If the Reset doesn't work, try a Restore. Note that it's nowhere near as quick as a Reset. Connect via cable to the computer that you use for sync. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
Finally, if the Restore doesn't work, let the battery drain completely. Then recharge for at least an hour and Restore again.

Have you tried to reset it? Hold down the sleep and home keys for about 20 seconds and see if you can get it to reboot.

Try force iPad into Recovery Mode. Follow step 1 to 6 very closely.

If you have the 'this iPad hasn't been backed up' message then try a soft-reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Just to reiterate what Tedfixit said - I would book an appointment at the Genius Bar as well. If you restored it and it is still acting up, the device should be evaluated.

Why it happens I cannot say for sure. An app conflict or corrupt file maybe .You can try this and see if it helps at all.

There are many people that believe that this is totally unnecessary because the iOS should handle any memory issues that may arise and that these steps don't help. I have a 64GB iPad Air WiFi+Cellular (Verizon), and I don't see the issues you are describing. First I would suggest that you update your iPad to the newest iOS update. If that doesn't help, then you may want to schedule an appointment at an Apple Genius Bar. If you go this route, I suggest that you let the iPad sleep for long enough for the problem to arise before you go to your appointment.

If the reset doesn't work, you have to force the iPad into Recovery Mode
1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.

4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button.
5. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
Note: You need to be patient and repeat the above many times to recover your iPad. Data will be lost.
