Have you tried rebooting your iPad?
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
If that does not work, you can try restoring your iPad iOS Software.

Before you do anything else, try charging via a wall outlet for a while, since its off. Then try turning it back on.
When you put the device into recovery mode it allows you to restore the device when no other options work. You do risk losing everything currently strored on the ipad itself. Hopefully you've performed regular backups either via itunes, icloud or both. Evern if you have synced content to either of those, you may not lose everything. All previous purchases have been saved in the itunes and app stores, so you can dowload them again.
while the ipad is off, press and hold the home button and plug the usb cord into the ipad. You should see a message pop up on the itunes window on your compoter screen that state it has discoverd an ipad in recovery mode.

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Additional things to try.
Try this first. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.

Another thing to try - Go into your router security settings and change from WEP to WPA with AES.

How are you trying to charge it, via a computer's USB port or its wall charger ? A lot of computers don't provide enought power to their USB ports to charge an iPad at a sufficient rate.
If you are using the wall charger then have you tried a reset to see if it charges after the iPad has restarted ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
If it still doesn't charge then have you tried a different charger and/or cable ? Do you know anybody else with an iPad so that you can try their charger and cable and they can try yours ?

I have also seen with the apple genius supporter. The problem still remain the same. Does anybody have any suggestion beyond that? I dont know how many people are experiencing the same problems. Why dont apple solve this issue seriously? My rating to apple would become dramatically decreased to zero. I have decided not to buy apple product anymore.

Your question confuses me because there is no way that the iPad can switch Apple ID's without user input. Where are you seeing evidence of this?
If you are seeing app updates that require your husbands ID, that's because those apps were purchased with his ID and will always require his ID and password for updates.

Sounds like a hardware issue to me going by the CRC error you mentioned. I'd make a Genius Bar reservation (you'll need your Apple ID) if you have a nearby Apple Store and get it evaluated. The evaluation is free but repair/replacement could incur other charges.

Reboot device by pressing both the home button and sleep/wake (power) buttons at the same time for 10-15 seconds until the apple logo appears on the screen, then let go.
If that doesn't work then reset the device by going to settings/general/reset/reset all settings (or for network connection issues 'reset network settings').
(no media or data will be deleted from the device, this will only take a minute).
