My iPad mini screen won't rotate

Why my ipad min screen won't rotate.

If you see a lock icon in the upper right corner of the screen - then the screen orientation is locked.
Try the side switch above the volume rocker first and see if that unlocks the screen. If that doesn't do it, swipe up from the bottom to get to the control center. Look for the lock icon in the row of icons at the top. It will be the last one on the right. Check that to see if the screen is locked.
If the screen is unlocked but still will not rotate, reset the iPad.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the button

I am setting up a new iPad 2 for my mother and the screen won't rotate. It isn't locked in the settings or on the side.

You migh neet to go into your "Setting" (Icon is on bottom of screen) and make sure the setting for rotation under GENERAL is not locked!

Close the videos app in the recents tray and reboot the iPad.
Tap the home button once. Then tap the home button twice and the recents tray will appear at the bottom of the screen. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Tap the home button.

There are three things you can do.
1) Check the function of the side switch - in the Settings app, under General.
2) Try a reset by holding the on/off and home buttons together until the Apple logo appears.
3) If this fails, take it to an Apple Store.

If the usual solutions don't work, it may be worth looking into newly installed / updated apps that may hijack the rotation lock as I've just come to experience myself.

My IPad mini screen will not unlock. It was fine one minute and the next, I couldn't slide it to unlock it.

Does anything happen when you touch the screen, the slider doesn't get a box around it (which would indicate VoiceOver being 'on') ?
If not then have you tried a soft-reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Is there a lock symbol at the top of the screen next to the battery indicator ? If there is, then depending on what you've got Settings > General > Use Side Switch To set to (rotation lock or mute notifications), then you can lock/unlock the rotation by the switch on the right hand side of the iPad, or via the taskbar : double-click the home button; slide from the left; and it's the icon far left; press home again to exit the taskbar. Next step is to Restore it in iTunes from your backup. If that does not work they try Restoring it as a new phone. If still no go it is a hardware failure and you will need to get it serviced.
And you are not showing the hardware lock icon on the top right of the home screen?
