FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. If you did not do step 4 properly, start all over again.

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

For how to restore:
iTunes: Restoring iOS software
To restore from backup (if you have an iCloud backup) see:
iOS: How to back up
If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

My ipad 2 is disabled and i never synced it what do i do?
If you forgot your iPad passcode and it is now disabled, or if your iPad is in Recovery Mode and that's why it's disabled, you have to restore with iTunes. Whether you have synced with any computer in the past doesn't really matter. That's suggested just so that you can restore from the iTunes backup and sync your content back to the iPad after you restore it.
You still need to use iTunes to restore.
