In addition to the previous answer, if Settings > General > Use Side Switch To is set to mute notifications, then rotation lock will be set via the taskbar (double-click the home button, slide the taskbar to the right, and it's the icon far left). It can't be deleted. Either it's been moved to another home screen or dropped into a folder, in which case doing a search for it or resetting the home screen layout (Settings -> General -> Reset) should bring it back, or the option to install apps has been turned off in Settings -> General -> Restrictions.

I have looked at this, however, if the line is say a dotted line, I can not edit this in the layer panel by going to the stroke style, it just comes up blank.
So how would I go about editing this dotted stroke path once it is placed in Photoshop?

First thing to try is a reboot of your iPad. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider until the Apple logo appears. Let go of the buttons and let the iPad restart. See if that fixes your problem.
