My ipad was not letting me download any sort of app or song unless i posted my credit card. when i posted my credit card information the next day my credit card information said itunes was charging me $22, and i dont know why. could someone please help me

a couple of days ago i purchased an itunes card, but for a couple of months i was unable to download any sort of app or song, because it wanted me to post my credit card on my billing address. i had not purchased anything, yet the next day on my credit card it said i had purchased $22 worth. i dont know why if i had not purchased anything.

    Well, if you updated to 8.2, then you are living in a different world than the rest of us. 8.1 was just released on Monday.
    Do you not have an iCloud or iTunes backup that you can restore to? Have you not been importing your photos to a photo library on your computer?
    Maybe you could start from the beginning and we can see if we can help. If you had to restore your device, and you have absolutely no backups, then, I'm afraid you are out of luck. However, if you have backups, or if you have been importing your photos on a regular basis, then probably most of your stuff can be recovered.

    The 96 videos are probably the space hog.

    - iOS: Not responding or does not turn on           
    - Also try DFU mode after try recovery mode

    - If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
    - Try another cable       
    - Try on another computer

    As stated above - purchasing more space in iCloud has nothing to do with this. You do not have enough space left on the iPad for the movie to download, you need to delete content on the device itself.
    You may want to transfer purchases to iTunes and then delete some content on the device to make room.

    On your iPad tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account  - that should give you a payments link on your account's page. Or on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should also be a payment link.

    You've turned on the Parental/Content Restrictions by mistake
    Look in iTunes at Edit/Preferences/Parental>Content Restrictions>Restrict explicit content and make sure the tick is not in the checkbox.

    Apple has no App Store in Iran. The US Government has severe restrictions on US companies doing business in Iran, and there may well be other issues such as lack of available infrastructure, issues with Iranian law, or other problems that would also prevent Apple from doing business there.
    Unless and until Apple is able to open an App Store in your country there's nothing you can do, and quite frankly I think that's not likely to happen anytime in the foreseeable future.
