You can't track an iPad by serial number.
If you had "Find My iPad" enabled in Settings > iCloud then you may be able to locate it. If not, you cannot locate it. If it was enabled then you can try locating it via http://icloud.com on a computer or the App "Find My iPhone" on another iDevice. Note: this will only work if your device is connected to a network and the device hasn't already been restored as new and/or "Find My iPad" has not been disabled on it. Note: Disabling "Find My iPad" is much more difficult in iOS 7.
You should report the theft to the police. You should contact your carrier, change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

You cannot trace it if it is offline.
Hopefully you have a passcode on your iPad and you have backups of these documents.

if you've already set up 'find my ipad' and if they get it near an active wifi you can 'find' it or remotely lock and wipe it. (If you have 3G it may work even without wifi)
However if they wipe the iPad before you can lock it then there's not much you can do I"m afraid. Beyond filing a police report and making sure they have the serial number so if it turns up in a pawn shop you can claim it.

If content is erased, then the ipad will no longer have the Find My iPhone service turned on, hence can't be tracked. But the thief will not be able to view your data/apps. But thieves these days know about the service and can reset the device so that it is no longer tracked, although all data is erased anyway. They don't care about getting at your data, only about keeping the device to sell or use it as their own.
