Every time I tap done I can go back in and only the cards last four digits show the security number and the expiration dates are gone?

If the cost of the app is close to $10 - there could sales tax or VAT added onto the purchase as well. Here in Pennsylvania the state sales tax is 7% in the county in which I live. The app would have to cost less than $9.35 or I would exceed the $10 balance in the account.
It may also be a way of simply identifying that you are who you claim to be - a verification process if you will. Apple is currently increasing security measures in the app store and iTunes.

You can set up an account with the payment type of None. If the current Apple ID you want to use was created more than 48 hours ago, you won't be able to change the payment type to None and will need to either create a new Apple ID account (using an previously unused email address) or provide a valid payment method to the account such as a credit/debit card or iTunes gift card.

Why is it asking me for credit card info when I create an account?

I used a prepaid credit card on my account because I'm only 16 and don't have my own real credit card. This apparently screws it up, so now I can't use that account. I want to make another account, but now it's telling me that credit card information is required to create an account.

For a standard acccount you need a CC.

It is never necessary to change your payment information when changing your Apple ID, except (perhaps) if there is an already a problem with your existing payment method.

iPad 2 with my existing credit card info i get the error message that my CVV number is incorrect and to contact ITunes!! I have done that twice and they could not fix the issue plus I contacted my bank and there is nothing they can do either. I am really getting frustrated, I have only had my iPad since Nov 6th. iTunes told me there was a purchase made with my credit card when it was out of funds and that is why it is kicking back my credit card info?? After adding my credit card info when converting my AOL username to an Apple ID, I get the following pop up message: "Your request is temporarily unable to be processed. Please try again later." I have tried for two days now. I have changed the credit card, changed the new apple ID, and my personal information, all resulting in the same error message.

Sure thing. Here are my steps:
1) Login with AOL screen name into iTunes.
2) Pop up appears with the message "You need to change your account to use an Apple ID...". I select "Update Account".
4) "Change to Use an Apple ID" screen appears. I select "Continue".
5) "Edit Apple ID Details" screen appears. I then enter my email and password for a NEW Apple ID. (Note: If I enter in an email of an existing Apple ID, I get an error and cannot pass the screen. If I enter in a truly new email for a new Apple ID, the error disappears). Once info is in, I select "Continue".
6) "Review Your Address" screen appears. I can also update credit card information here. The Security Code is missing by default, so I must enter it in. If I enter in a wrong Security Code, I get an error to "Please enter valid Security Code". Once I enter in the correct info, I select "Continue".
7) Pop up appears with the message "Your request is temporarily unable to be processed. Please try again later."
I have gone through this process a number of times, trying to change things slightly in various screens to see if I get a different result. It appears I simply cannot get past the "Review Your Address" screen.

Look, I understand I still need a card attached to the account. The problem is, it won't accept my card because I only have 87 cents in my bank account right now.
If I had known there would be so much trouble with the iTunes card, I would have just put the cash in my bank account in the morning instead of buying an iTunes card (I didn't expect the banks to be open on Thanksgiving of course).
Apple will only accept cards that have a balance. The balance is so small in my account that it won't accept it as a valid card.
I'm going to have to contact Apple anyway to reset the security questions. That's obvious. Your answers were not exactly helpful. You didn't tell me anything I don't already know, but thanks for trying to be helpful.

Your credit card is linked to your iTunes account not your iPad, so resetting your iPad won't affect your account's payment details.
On your iPad try tapping on your id in Settings > iTunes & App Store and selecting 'View Apple ID' on the popup - that should give you a payments link on your account's page. Or on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.
