My Iphone 3GS is saying no service

My iphone is saying that it can not connect to any service provider, and saying there is no availible signal, How would I be able to fix this problem?

You mention "restoring cellular network". Not sure what you mean there. If you have restored the device as a new device and it still doesn't work, you seem to have done everything else, including a new SIM. Only thing left is to have the device examined by Apple. An OOW replacement by Apple would be $149USD.
