Apologies: I've just joined the community and didn't quite figure how to write a msg! Hope it works...
Anyway,
I read many posts on this annoying error message (Waiting for changes to be applied) in the last 2/3 days, but they all refer to the sync staying stuck on it.
Mine doesn't.
I read the message, then it quickly shuts down the sync and the iTunes progress bar only shows the apple...
As suggested by many, I removed voice msgs, turned off/on, tried to sync in individual stages (calendar only...) but nothing works.
I am up to date on iTunes (11.1.1.11) and have IOS 6.1.3 on my phone, to sync on a Win8 pc (all worked fine until recently).
I have had this phone for several years and it has never done this.
It worked absolutely fine, until I loaded the latest version of iTunes it seems...
Any suggestions?

ALSO, on the iPod under Settings>General>iTunes Sync, you may need to back out of the "iTunes Wi-fi Sync," and reopen it to get it to update.
(I use iTunes 11.1.5.5)

    MacBook: 10.4.11
    ITunes: 9.2.1
    iPhone: 3GS (4.0.1)
    Earlier today I successfully synced my iphone to itunes. All fine there. However, I noticed that there was a message saying a software update, 4.2 was available for my iPhone. Clicked on the update button in iTunes but a message saying 'this version of itunes (9.2.1) is the current version' appeared. Didn't make sense as was in the iPhone update screen on iTunes. Tried again to update and got the same message.
    Anyways, thought best to reboot my mac & iphone and try again with the software update. This time though, iTunes doesn't even register that my iPhone is connected to it. I get nothing, doesn't come up as a device and iphone battery is not being charged by the mac. Again have rebooted and still the same.
    Checked for software update of iTunes and it says i'm running the latest version, 9.2.1. FYI, have checked the USB ports / cables and they are all working.
    Have no idea what's going on! Any ideas? Cheers.

    OK, solved - I think. A friend lent me an OS X 10.5 disk which sorted everything on the G5 Power PC iMac. BUT:-
    1. Still no solution for G4 iBook which will simply choke running Leopard
    2. Thank you (ironic here) Apple for removing syncing with 10.4.11 without saying anything. How are you supposed to load new iPhone firmware without syncing???
    3. OS X 10.5 isn't available on the Apple site - it needs to be, and probably free
    I'm also really disappointed how little attention has been paid by Apple Support to this discussion. I thought they kept looking at these.

    It's good to know.  The Apple instructions for loading iCloud on a PC just seem to have either overlooked or hidden this limit.  The larger problem is that it partially works:  partially and erratically.  So clean-up is great fun.

    update : so after reading numerous posts, I tried unchecking entire playlist and just tried one of my playlists. That sync seemed to work, so I rechecked entire playlist and did the sync. It worked. Then I went in to my "walk to work" playlist and added some songs to see if it would sync now, and it did!!! so happy now. will see what happens tomorrow.

    Had the same thing happen to me a few weeks back when I switched computers and migrated.  Here's what worked on my iMac, so maybe it'll work on your iPad, too.  Go to User(your home folder)/Music.  Select/highlight your "Music" folder.  Then do Command-I ("Get Info" from the File menu), click on the padlock icon in the lower right of the new window.  Enter your user password.  Click on your username just above the now-open padlock.  Select "Read & Write" if it's on "Read Only," "Write Only," or "No Access."  Now having your user account with "Read & Write" privileges (it may have been this way already; still do this next step), click on the gear on the bottom-center of that window.  Click on "Apply to all enclosed items."  When the pop-up says "Are you sure?" (or the equivalent), say "yes."  This will grant access privileges to your user account for all the music files inside your music folder--all your iTunes stuff included).  Then you should be good to go.

    If you right click on the iPhone's icon on the left of the iTunes display, you should be able to find an option to eject your iPhone.  Then connect it and start the sync again.

    Haven't much problem with Airs around here, since they have a SSD they tend to be more reliable.
    Perhaps it was a bad update, have you ran through this list of possible fixes?
    Do as many as possible, starting with #1. Until the problem is resolved.
    Use the boot 10.6 USB instead of the disk of course.

    Yes, I have the exact same problem with my 4s! Updated to iOS 7 and can't sync. It's extremely frustrating, as music is crucial in my daily life.  I was able to remove all songs from my iPhone...and now when I try to sync the 4,000 or so I've selected, it will sync maybe 11 or 12 (if it gets past the "Waiting for changes to be applied" screen), and then just completely stop.     I had a similar issue in that it would proceed to backing up however when it had reached the last step it would remain frozen on "waiting for changes to be applied". I'm not sure if the source of this problem is connected to yours but what I did was quit all the apps on my computer, restarted and during the restart held 'option+command+P+R' what this does is it zaps the P-RAM which basically makes the computer forget what it remembers about the applications that were open. The computer uses some room on the RAM cards to store information about recent applications open so that when you open them the second time it does it much faster giving the illusion your computer is fast to begin with. Now this zaps that so you'll have a fresh iTunes running.. Like I said this worked for me but it may not for you but give it a try
