If it has been Disabled after entering the wrong passcode - http://support.apple.com/kb/HT1212.
Unfortunately, you must restore it in iTunes on your computer. There is no way to retrieve a forgotten pass lock code.
You will need to Restore your device from the same computer that you most recently synced to. See - http://support.apple.com/kb/HT1414.

Have you tried to restore the iPad back to factory settings from within the Setting App? You might also try and hard "reset" by holding the power button and the home button at the same time until the iPad 2 restarts.
Besides that, find a friend with a computer and try to update it from their comptuer, or if it is close and convenient go to the Apple Store and they will be able to help you. -

If you placed it in lost mode to lock it, sign into icloud.com, click on lost mode and turn it off. If it is locked with Activation lock you'll have to provide the password for the iCloud ID you are being prompted for in order to use it.

Is there anyway I can manually unlock this phone to allow my O2 sim card to be used? It is a sim for iphones as mine got stolen and I got a replacement sim. Ideally I would like to do this myself without having to take the phone to an independant shop who will charge me silly prices.
