My Iphone 4S is locked up and showing the Itunes symbol and the cable. Nothing I do make any difference.

The phone is backed up on ICloud. I connected it to my computer to download some photos and Itunes indicated that and update was available for the phone 7.0.2. So I let it download the update. I later received a message that the update was unsuccessful. The creen on the iphone is showing the itune symbol and a cable. But itunes will not recognise the phone.
Turning the phone on and off comes up with the same screen. I have tried pressing the ON Off Button and the Home button at the same time for 10 seconds but get the same result.
what can I do to get the ipnone working again.

Due the unsuccessful updation your iPhone has stuck in recovery mode. you need to download the iOS 7.0.2 iPSW from the following link http://appldnld.apple.com/iOS7/091-9872.20130924.2wc82/iPhone4,1_7.0.2_11A501_Re store.ipsw
and have to restore manually. you can do this by shift + mouse click the restore button in iTunes this will give you an opendialogue box to select the iPSW from which you want to update your iPhone. please make sure you have all the backup stored since this will be a restore not an update so you data will be lost and you will have to restore your data from backup.

power down your phone and unplug from your computer
hold down the home button then plugin and wait till you get a message about an iphone in recovery mode
follow the instructions on screen to restore your phone
(this will wipe out your phone but it is the only option other than remembering your passcode)
in the setup screen after its restored you can restore information from icloud or a backup given you have one

To hard reboot your iPhone 3GS hold both the sleep/wake and the home button at the same time and it should shut down, wait a few seconds before shutting it back on. Also you can hook your iPhone up to itunes and under the iPhone screen select restore to bring the phone back to a clean state. That may help in cutting down on how much it freezes, but make sure you back it up before you do do this if you wish. That way you can restore your old data.

Your iPhone is in recovery mode and because a reset did not resolve the issue you are left with plugging the iPhone into a computer with iTunes and restoring it to factory settings.

I tried hard reset on my iPhone. I tried restarting laptop and iPhone. I tried a different laptop. I tried removing driver and reinstalling from Device Manager but did not find a driver other than "Apple Mobile Device USB Driver" under "Universal Serial Bus controllers" which I heard shouldn't be uninstalled.
Anything I haven't tried?

Are you seeing your music listed in the iPod screen, or in Win explorer as in your earlier post?
I can see all the songs in my Edrive>al's Ipod> Ipod Control> Music folder.
A corrupted iPod database, will report zero music used, and have your music size reported as others, so you wont see the music in the iPod screen. Sorry, I thought there was some hope for you with iPodAccess, in recovery of the corrupted iPod database with your ratings.
You can try to borrow and use the Mac Disk Utility ->First Aid ->Repair.
Of course, if your iPod Hardisk is in a bad state, from the Disk Diagnostic report, then all my suggestion are futile.

Try holding the buttons longer--at least a minute or until you see the Apple logo light up.

Skip the iCloud sign in for now.
Once you reach the home page, go to settings and sign out of FaceTime and Messages. This should also sign you out of iCloud.
Go to iCloud in settings and sign in with the correct Apple ID.
If that does not work
Skip the iCloud sign in
Go to Apple ID.apple.com and sign in
Change your Apple ID to the old one
Delete iCloud account on your device with the old Apple ID and the same password.
Go back to the website, change your Apple ID back to the current one. You will receive an email to verify the account. Verify first.
Sign into iCloud on your device with the correct Apple ID and password
