My iPhone 4S says 4.6Gb free memory, iTunes says 2.7Gb, which is right?

iTunes and my iPhone 4S disagree on how much free memory I have. iTunes report of other memory use bounces between 1.13Gb and 6.4Gb unpredictably after syncs and power-downs. Restore has had no effect.
Which one is right? What gives?

My iPhone 4S replaced my 3G on December 1st. It came straight from my wireless provider. It is NOT jailbroken. When I upgraded from my 3G, other memory went from less than 1.5 GB to around 4.5 GB.
Occasionally a sync or a power-down/power-up has drastically reduced other memory usage, but I can't find a pattern to it.
I just upgraded my MacBook Pro to OS Lion, and iTunes to 10.5.3. Now iTunes says that other memory takes 8.1 GB and that I have 1.24 GB free. The iPhone says there is 3.1 GB available.
A restore has done nothing to reclaim any of that other memory.
I am seeing a similar problem on a brand new iPod Touch, so the problem isn't just my iPhone.
Is the problem IOS 5.0.1 or iTunes 10.5?
