        Hi Jannwj, I am sorry you are having issues with not being able to send pictures to non iPhone users from your iPhone 4S! I realize you said everything was tried! However, more specifics would be appreciated. I like to suggest for you to check on something! Is the most reset software version on your iPhone 4S? If you have not checked this, give the update a chance to help resolve the issue. Use this link to the update and following all the steps with backing up your data http://bit.ly/RA0BTg. Also, go into your settings>messages and turn MMS on. If it is already on, try doing a soft reset and retry sending the picture message. I trust this helps!

    My daughter and I both purchased the iPhone 4 (brand new!) yesterday. Mine is working GREAT. Hers is having issues. Most issues were resolved when we removed "restrictions" but she still is un-able to send pictures to non-iPhone users, yet I have full ability to do so. Any answers? Verizon said we needed to talk to Apple before they would replace.

    Your're wrong on the overly sensitive part. I couldn't care less about android or some other stuff that you are comparing, what i do care about... enough to take the time to explain, is that your view on things colors the choices you make.
    You clearly state your decision making process and the marketing is doing their work on you.
    You think in terms of comparisons and competitors and that will always get you. The truth is, I'm glad Apple finally focused on how "something makes you feel" with iOS 7. There is so much truth in that one sentence!
    There is so much noise out there about screen size, n core processors and price comparisons you can never get a good feel of what the product really is. By the time you figure out you were taken on a marketing hike, a new model comes out and the story starts all over again. (think of the nokia 40 megapixel camera, or the quad core samsung, those are exagerations to impress the consumer) Imagine the size of the jpg's on that phone, all those megapixels with the quality of a phone camera, ridiculous. Soon we will have 12-core phones with 7 inch screens, and people being led into thinking you can do everything on it, "one thing to rule them all", buy now! I saw a woman on the metro the other day with a 6' phone, I swear the thing was almost half the size of her head.
    It's almost 2014 and you are complaining you can't send sms(which is a 25 year old technology by the way) with this new device. All your friends are using outdated tech and because you want to talk to them you want outdated tech too. Sms is insecure, easily snooped upon and recorded, the carrier charges for it and charges more for international sms, and so on... and on... internet chat has been free since the 1990s and it's about time it got free on our phones too.
    Just forget about it. Enjoy other people taking the decisions, you can't take yourself, for you. Trust them, see if it fits, care about life, act emotionally when you "feel" like it. You deserve that, you are human, take the feeling home with you, share it with others.
    Who cares if it's the 2014 edition or quad core... I gave my old iPad 3 to my grandmother so I could call her on Facetime. I bought the iPad Air on a whim, I just "felt" I wanted it. After a couple of weeks she thought about asking me if she could call my brother in the UK too, and how much it would cost. I said it was free, and she looked at me in disbelief. She is now calling my brother weekly by herself... she is 78. Can you imagine that... all I did is give her my "old" iPad.
    Buying the iPad Air was the single best decision of my life, not because of the size or the weight or even iOS 7 (i do enjoy them by the way) but because it made me give my old iPad to my grandmother.
    She doesn't even understand how it works, I figured it would be too much useless stuff to mention... it just does! Here put your finger here and here, then tap the name... wait for him to answer. Unbelievable!!!
    PS. I figured the best gift I can make is give my old Apple devices to people who would never in a million years buy one for themselves. You see them in shops, they are our mothers and friends... they look at the huge prices and they would never give that much to themselves, they feel they don't deserve it. They gave me money to buy all the useless cr@p I ever wanted in my youth, the least I could do is gift them my "old tech" to enrich their lives. Going to buy a 5S soon and give my 4S to someone for free, but it's going to be someone I care deeply about, deeply enough to change their lives.

    Check Settings>Messages>MMS Messaging and make sure it's set to "On". Make sure you have an active data connection (either cellular or WiFi). Contact your carrier and make sure that your account is properly set up for MMS.

    Did you contact your carrier to confirm that SMS is still provisioned in your account?

    For the past couple of months I have not been able to sent picture messages to people who don't have iphones.  I thought it was because a new update was coming soon.  Once the update came and I downloaded it, it still was not working.  I can send regular texts to people who don't have iphones but just not pictures.  I have tried sending pictures to both people with iphones and without.  I can send them to people who have iphones.  Also, the ones who are non iphone users can't send me pictures either.  And it's not just certain phones because I have tried with 3 different people who have different phones and different service providers.  I have searched online and tried what other people have suggested but can't figure it out.  All my settings seem to be fine.  I have a 4s.  Someone please help!!

    Yes, it could allow the app to change the types of photos allowed to be viewed and sent, but also change the format in which they are taken.  Essentially, if the App is only functional for JPEG2 images, then it will stop the phone from editing, and sending/receiving pics in any other format.  If Removing those apps doesn't help, then first, I would do a network reset.
    Settings > Genreal > Reset Settings > Reset Network Settings.  This will not cause you to lose anything on your phone, but rather, it will reset all WiFi settings, and your connection to your carrier tower.  This could be the issue.
    Also, you could contact your carrier...  For example (because I don't know the details of your contract), if your hubby doesnt want you sending/recieveing pics, or your on your parents contract, they could have turned off the feature to send./recieve pics...  But if your communicating to a phone via iMessage, then that feature can't be stoped via the carrier because it's essentially an instant messanger dont over the internet..   Also check you restrictions.. If you acidentally restricted phonos on your phone, it will do the same thing... It will stop texts from sending/receiving pics, but cannot control iMessage as its an instant messanger and not a Text.
    If this doesnt help, then I would consider restoring your phone off iTunes.  You shoul dbe backing up regularly(once a week min) and then you may be able to correct this issue.  If a restore doesn't help, then I would visit an Apple store.

    Unless your friends are using an iOS device with an active iMessage account set up on it, you can only use regular SMS texting and MMS through your cell service provider.
    In your message settings, you will need to have "send as sms" enabled, and have the slider for SMS/MMS set to "ON".  If it still does not work, then you need to contact T-Mobile and tell them your MMS service does not seem to be functioning properly.
