My iPhone 5 keeps flashing on and off when charging?

Okay. So everytime I go to charge the iPhone 5, it charges, but it flashes on and off while doing so.
Does anyone else have the same problem? Is it supposed to do this?

Thank you for providing the details of the issue you are experiencing with your iPhone 5.
I recommend following these steps for an issue like this:
If a single application is not responding or stops responding when it opens, you can force it to close.
If the device is unresponsive or if certain controls aren't working as expected, restart your device.
If the device remains unresponsive or does not turn on (or power on),reset your device.
If there is no video or if the screen remains black, verify that the device has enough charge to turn on:
If you are using an iPad, ensure that it's connected to the USB Power Adapter supplied with the device.
Let charge for at least twenty minutes, then see if it starts normally.
If there is no image on the screen, press the Sleep/Wake button to attempt to wake the device.
If the screen displays a red battery icon, continue charging the device until the battery is fully charged.
If the above steps do not resolve the issue, or the if the screen remains black or shows a persistent Apple logo, try restoring with iTunes:
Connect the device to your computer and open iTunes.
If the device appears in iTunes, select and click Restore on the Summary pane. Learn more about restoring iOS software.
If the device doesn't appear in iTunes, try to force the device into recovery mode, and then restore it.
If the above steps do not resolve the issue, contact Apple.

    If the Slide to Power Off option is coming up, that suggests your power button isn't working correctly and is sticking.
    Best thing to do is bring the phone to an Apple store (make an appointment first) and have a Genius take a look at it.

    my brand new nano fresh out of the box is flashing on and off when it is connected to my computer. It will not turn on at all when not attached to the computer. when it is attached to the computer it only flashes the black apple it will not do anything else. I am installing this new ipod on my dad's computer (for him) it is running on windows XP (PC).

    DId you try deleting it again once the iPad restarted?
    Try a soft reset first, holding down the home & sleep/wake buttons until the Apple logo appears, then let go & let the iPad boot up normally.
    Try deleting the app again.  If that doesn't work open Settings->General->Usage.  Under Storage select Manage Storage.  Scroll down the list until you find the app you want to delete.  Tap it & select delete.
    If neither of those work try Resetting All Settings
    General->Reset->Reset All Settings.
    If you are still unable to delete the app or if the iPad continues to shut down while trying to do so, then I would try doing a restore using iTunes:

    my iphone 5 went from stuck into restore setting to errors to now flashing on and off after i tried for hours to restore because of the first issue

    Check and make sure you have enough battery life left. If not, this will cause the device to flash off and on. Second you can also make sure assisted touch is on so better assist you with the device multi-touch display.
    Multi-Touch Assistaive settings can be adjusted under:
    Settings--Accessibility--Assistive Touch Enable to toggle to ON position.
    If the battery is not fully charged, plug it into a wall outlet with the proper charger and leave it plugged in until you see a Battery icon displayed on the display, once this is on you may see a little red at the bottom of the battery meaning that your battery was drained. This may also help resolve your issue.
