The phone was hacked to unlock it. It relocked when you updated. ONLY the carrier it is locked to can authorize unlocking it. If you are not/never were an AT&T customer and you do not have an original store receipt from either an AT&T or Apple store in the U.S. for a no commitment AT&T iPhone, they will NOT unlock it.
Buy a new phone.

Sorry you are having problems. Can you give an example preferably of some small publicly available file and the site you are trying to download it from ?
As a simple example of a download (ok it is a .png image file not not a .exe file) but can you try to download a copy of your avtar/icon, as used on these forums. In Windows one method is that you right click & should get an option save. Mine alongside uses the link

Are you able to download such an image, then see it in your download manager, and find it on your computer.
Once you have got Firefox to save your binary file you can use it. In the case of the .exe file you are trying to download that should be usable as intended with your Windows Operating System, the avatar also should be easily opened and viewed.
P.S.
You could try installing the add-on https://addons.mozilla.org/en-US/firefox/addon/opendownload-10902/ if you wished to adapt Firefox to run .exe files instead of just save them.

I got a error message 1602 while updating to 6.1.3., now my 4s is dead! only the battery load symbol!! what to do?

Total disaster again, 6.1.2. destroyed my battery life, this update my total phone! It locked up while updating, by giving me error code 1602. All the USB crap tha apple indicates is non applicable for me! new cable on a a powerbook, lates itunes version etc. Waht to do now, obviously there is no software anymore on the phone, and Itunes does not recognize the phone anymore!!!!

This error is often related to USB timing. Try changing USB ports, using a different dock connector to USB cable, and other available USB troubleshooting steps (troubleshooting USB connections. G4 won't start up after system update-what do I do now?

I just did a system update. Before I restarted (as required by the update), I used Disk Utility to repair disk permissions. When I restarted the computer, I only got a grey screen. I reset the PRAM, with no effect. I pulled the USB hub, so there is nothing connected to the computer, then tried restarting with DiskWarrior, again with no effect-just the grey screen. I then rebooted from the OS X system disk and was able to access Disk Utility there and redid the disk repair. I then restarted again, but am just getting a grey screen once again.
Any suggestions of what to do now would be appreciated.

The latest updates for Tiger often require a long time to restart (I have read reports of up to an hour), and often two restarts are required to get back to normal.
If you have used Disk Utility to repair your hard disk, and have repaired permissions, then that is about all that you can do.
The fact that the machine started indicates that the update has been applied, and you should be fine.
If you aren't backed up, take this opportunity to back up your files, then restart to confirm the machines health.
