Standard troubleshooting steps are reset, restore, restore as new. Have you tried any of these?
Reset: Hold down the home button along with the sleep/wake button until you see the apple, then let go.

Same here.... No fix. Replacing is the option apparently and if you're out of warranty, you're SOL. That was as per the "Genius" at Apple.

You can have a go using a wireless bridge.. eg the airport express will do this.. you can join it to the iphone wireless running as a hotspot.. and then plugged into the TC wan port.. the TC has to be setup in router mode.. so this is going to give you double NAT errors.. and of course errors for all the time the hotspot is turned off.. but it can work. However you might find it requires you to manually connect up each time.. If you are really going to try and do this you will manage it.. but how fiddly it becomes might put you off after a week.
You will chew up your 5GB very fast using any streaming media even radio. So be very careful to track the usage.
Apple should have built in the TC the ability to plug in a wireless 3G modem.. via the USB but Apple have ceased to do adventurous stuff.
If you give up the TC as main router there are plenty of better products on the market that will handle multiple wan connections.. !!

If you are having issues with enabling Wifi on your iPhone you may want to try a couple of things to troubleshoot. First of all I would quit all open applications on the phone and try again. See this previous thread for how -

I connected my IPHONE 4 via USB and went into ITUNES through my IMAC and some how it fixed the problem. I'm now able to get to the ITUNES Store. I hope you find a fix your problem. Miss Kayo

Steps to take to resolve this issue:
1/ Turn off Wifi
2/ Ensure Mobile (cellular) data is on
3/ Turn iPhone OFF and then ON (re-boot iPhone)
4/ Without turning Wifi on, open an app that requires mobile (cellular) data.
5/ The app will now show on the Settings list with the option to enable or disable mobile (cellular) data
6/ In time all apps that require or use mobile data will be added to the list automatically.

Else the only option you have is to fight with the Apple Store "geniuses" to get a free replacement for out of warranty 4S devices. Or try a third party repair like iFixit. The wifi chip might cost you 60-80$ but it is better than paying Apple 200$.
Overheating is the culprit in 4S devices. And its been getting worse with ever successive iOS 7 update. I think 7.0.4 was the final nail in the coffin.
They are not getting my money anymore.. I've had iPhones every since they launched... but no more. Feels like a dead investment after facing this issue. I can never sell my iPhone 4S even if I want to. There have been cases where users just sold their 4S devices, the new owner updated to 7.0.4, wifi stopped working and the seller had to give a refund.
I'm basically sitting on a 650$ white brick. Hmm... I wonder if white bricks sell higher than the standard red bricks

TBH, I can't get a replacement because I am in India where 4S was never launched as an unlocked device and there are no Apple retail stores. Only resellers here like Vodafone/Reliance/Airtel. SMS. Deggie, had them check that. After a lengthy discussion with Senior Tech advisor, it appears it is iMessage/Face Time server (they are the same) issue, which will strong arm those into purchasing Data if they use iMessage over multiple devices, as the server registers the phone number associated with apple ID. Yes I have turned imessage off a number of times and that does not seem to he doing the trick, and it is not delivering them then I have to press on the photo and either chose try again or send as text message, I have had the setting on to not allow sending pictures as texts (so they can only send as imessage) since I got my phone in January and it has always worked until now, I have turned that off to allow me to send them as picture messages now but it's still not working over iMessage, I have also tried it using 3G and not wifi

After downloading a book to the Iphone it did not show up on the IPad, although both are enabled. I can locate both devises using the same Apple ID. Is WiFi necessary to synchronize books through the iCloud?

If both the iphone and ipad are locatable with the same apple id, should I expect the books purchased on one will appear in the book shelf of the other?

In order to make a purchase from one device download to another, you need to enable automatic downloads on that device at settings > store.

try backing up to itunes and then resetting the phone. If it is a software issue, then this will clear the problem. If it is still there after you do this, then it is a hardware malfunction.
