i have an iphone and an e-plus sim-cart.. how can i activate
it???

What do you mean when you say "my iphone doesn't accept my sim cart"?
Do you mean it doesn't physically fit? If so, you will need to go to your carrier and get a Micro-SIM or you will have to cut your SIM down to size.
If you mean the phone is carrier locked and tells you you are trying to use an unsupported SIM, you will have to contact the carrier the phone is locked to and see if they can/will unlock it. ONLY the carrier can authorize unlocking.
U.S. carriers will NOT unlock iPhones.

Unless you purchased the iPhone direct from Apple in the UK and paid full price either on line or In an Apple Store then it will be locked to a UK Carrier and only that carrier can arrange unlocking
It is unlikely that the iPad is similarly locked as most are sold carrier free unless specifically purchased from a UK carrier as part of a packaged deal involving a subsidy on the price of the iPad ( not very likely but they do exist )

never write your IMEI online people can abuse it then
contact the place to got the phone about it being sim locked to anothe network then the one you are trying to connect to apple can not unlock phones only the carrier it's locked to can

Because you brought the phone in America, It will be locked to either the AT&T network, or Verizon. These will ONLY work within the United States, and under no circumstance will they unlock the phone for international use. Unfortunatley, that means you are $500 out of pocket, and have an expensive paperweight to your name. The only way to get an iphone 4 in your country is wait for it to be released, and in the meantime, sell the one you have to someone in America.

Was your iPhone hacked/jailbroken to be unlocked?
If so, installing an iOS update on an iPhone that was hacked to be unlocked or restoring such an iPhone with iTunes re-locks the iPhone to the carrier the iPhone was sold as carrier locked with.

Triple click the home button and try going to Settings>General>Accessibility and turn VoiceOver off. You may have to use three fingers to scroll the screen to get there. If problems see:

Apple can do nothing. As Tim said, only the carrier to whom the iPhone is locked can authorize unlocking. You must contact that carrier.

You cannot do anything without a sim for the carrier the iPhone is locked to. With that you can attempt to restore using the recovery mode described in http://support.apple.com/kb/HT1212 but note that if the previous owner installed an Apple ID and password and turned on Settings > iCloud > Find My Phone, you will never get it to work without the Apple ID and password. That is the Activation Lock, an anti-theft protection system.

Since BSNL is not a supported carrier, you need to input Correct APN settings for Cellular data and enable 3G
Settings >> General >> Network >> Cellular Data Network.
Check with BSNL website/Wireless Customer care/Engineering. You can use Google as well. Cheers

If your iPhone 4s was backed up to iCloud or using iTunes, you can restore the backed up data to your new phone.

Sorry, you can't. FaceTime has been permanently removed from your phone. There is no way to add it back.

Carphone warehouse does not sell unlocked phones. The phones they sell will only activate with a UK carrier and will lock to the UK carrier used to activate it. You can not use that phone on an Irish network. Return it and buy an unlocked phone directly from Apple or one intended for use on the network you intend to us in Ireland.

Unless your iPhone is officially unlocked by the carrier the iPhone is locked to, you cannot activated it with a different sim.
