If you turned on Find My iPhone on your phone before it was lost you can to to icloud.com on your computer, sing into your iCloud account, tap the green radar icon (which is Find My iPhone). If it's connected to the internet the location will be displayed on the map and you can remote lock it, remote wipe, send a message to it, etc. See Find My iPhone here: http://help.apple.com/icloud/.
If you didn't enable Find My iPhone before it was lost, there is no way to track it. -

Welcome to the Apple Support Communities! I understand that you have lost a contact from your iPhone and would like to recover it. I know you say you do not have a MobileMe account so I assume you don’t have an iCloud account because MobileMe is no longer in service. If you do have a backup in iTunes on your computer, you could restore your iPhone from that backup and recover any data, including contacts, from that backup. I recently put on a PowerPoint presentation at DU, in Denver Colorado; signed on as DU guest to access Internet link. SInce then I haven't been able to get e-mail on my Iphone - Cannot Get Mail, Server Stopped Responding. I tried all previous suggestions, such as rebooting phone, updating software etc. I went to MacBook Pro and tried logging on to yahoo e-mail. Apparently there was a security risk to my e-mail account so Yahoo locked up my account. I reset my password, it was verified through text message, and Voila it worked. Don't forget you also have to change this on your Iphone: go into settings; Mail, Contacts, Calendars; click on your e-mail browser, then account and enter your new password, click done and it will verify on you phone as well. Hope this helps!!!

You will Not Lose Any Data...
Turn the Phone Off...
Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...
The Apple logo will Appear and then Disappear...
Usually takes about 10 - 15 Seconds...
Turn the Phone On...

Probably not. If the person knew what they were doing then they probably restored the phone rendering find my phone useless. If it was sprint or verizon then have them block the phone from being activated. AT&T won't right now but they are going to start doing it soon.

My iphone has been stolen. I unfortunatley did not have 'Find my iPhone' (I do now!), location services were turned off and Orange has blocked the sim & phone. Is there anythinig else I can do to track down my iPhone or atleast ruin the device for the culprits who stole it?

A "black list" is the term used for a carrier preventing a cell phone that is reported lost or stolen by the owner from being activated with the carrier. Yes it is a legiitimate thing that some carriers provide but not all. Contact Orange and inquire if they do. -

If you set up the Find My iPhone service prior to your iPhone going missing, then there is a chance that can be tracked or locked, though it depends on a number of factors: the iPhone is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPhone service disabled or the iPhone been completely restored. Log into icloud.com and go to the Find My iPhone section. If you did not set up Find My iPhone, check with your cell carrier. Some carriers offer their own tracking service, though you usually have to sign up when you still have the phone and have to pay for the service.
If your carrier does not offer such a service and you did not set up Find My iPhone, then there is no way to track the unit nor remotely affect it. Notify the police and your cell carrier, and change any passwords for any online accounts you may have used from your iPhone (the iTunes Store, for instance).
