I'm presuming you do not have AppleCare+, which provides accidental damage coverage, on the iPhone. Apple does not repair iPhones, but will replace the entire iPhone for a flat fee; see the Repair Pricing section here:

There are independent iPhone repair services that may be able to do a repair for less. Do a web search for "iPhone repair". Note, though, that if you elect to have the iPhone serviced by an unauthorized shop, all further warranty will be void.<

There is only one trick people sometimes succeed with, place the iPhone in a zip-lock bag with uncooked rice and close the bag and let it sit for at least a week to ten days. If it starts up, fine...but after immersion in a pool it is not likely to do so.

There is no such thing as an Apple authorized repair facility or technician. Since Apple replaces iOS devices and does not repair them in-house, they've never offered any iOS device repair training or certification. Likewise, there is no system of distribution of OEM parts, since there are no authorized repair centers to use them. Any parts are used, 3rd party recycled or outright stolen/black market.
So, anywhere you take it other than Apple is a situation of you pay your money and you take your chances (and you have no one to turn to if it fails, other then the person or place that failed to fix it for you).
Your optimal option would be to take it to Apple, pay the out of warranty repair fee and swap it for a fully factory refurbished unit (which will have a new screen, new battery and a min. 90 day warranty).
However, if it has been taken apart by someone else already for past private repair attempts, then Apple will not allow an out of warranty replacement.

My phone has water damage how do I go about fixing it
As soon as a phone is exposed to water-it needs to be turned off. It should be placed in a bag of rice or kitty litter for a week to ten days.
If it does not power on after that or shows signs of damage-it has to be written off. The water has caused damage, shorting out components. -

My Iphone has water damage and will not hold a charge.
About 5 weeks ago, I got my iPhone 4s wet. It was not completely submerged in water and had a phone cover on it at the time. I put it in a bag of rice for about 3 weeks and it is now fully functional. The buttons, sound, camera, touch screen, etc... it works the way it did before. The only way the phone will turn on is if I connect it to the charger, but it will only stay on for a few mins before a red line appears across the screen and fades out then will power itself up again. If i leave it connected to the charger it will keep doing this over and over again. Is there anything I can do to fix this, or have it repaired?
I would not have it repaired. I would take it to Apple and get an out-of-warranty replacement. I believe it's $199 for the 4S.

If it were my iPhone, I'd leave it in the rice for a few days. If it fails anyway, at least you would know you took all reasonable precautions to dry it out.
It's probably OK but ask yourself how you'd feel if it were to stop working right now - you'd wish you dried it out a bit longer, right? -

Neither of those is covered by the standard one-year warranty.
If you purchased AppleCare+, you may be able to get it replaced for $79+ tax; otherwise, you will most likely be paying $269+ tax to replace the phone.

No way to tell until you try. If the water damage was severe enough
to prevent the iPhone from starting up, then the answer is effectively no
(see next paragraph).

able to recover some data. Attempts are very very expensive and there are
no guarantees. Google/Bing/Yahoo/etc should assist in locating such companies.

The phone you have was replaced, either under warranty, or as an out of warranty replacement, & should have been returned to Apple. Unfortunately, some unscrupulous retailers will fix these phones, & then re-sell them. Your only option is to go back to whoever you purchased the phone from & confront them

Iphone 5 water damage recovery
Hello, I have a severely water damaged iphone 5. I forget to pull it out of my pocket before I wash my clothes. Therefore, this iphone 5 has been throughout washed by water in the washing machine. When I took it out of my pocket, it can not work or display anything.
Then I learned from youtube that by bathing iphone 5 in the 99% alcohol liquid, it could be recovered. I did it, and it does have great improvement.
Now, by connecting the power cable, it can display the apple logo for several seconds, and then the screen turns black for another several seconds, and then show apple logo again for several seconds, and then turns black... repeated. If I disconnect the power cable, the apple logo disappears immediately.
I have learned that, if iphone boot without battery, it could show such symptoms. So I was guessing, if the battery is dead. In order to verify this, I did another experiment. I pull the battery out of the iphone, and connect the phone to the power cable. Again, the apple logo showed and disappeared for several seconds. This convinced me that the battery is dead, and the mainboard is ok.
Before I move forward to purchasing a new battery, I would like to hear your suggestions. Do you think the battery is dead, or somewhere else is wrong. What other tests should I do?
