I was going to say restore it... then you posted mentioning it got dropped in water.
Get it replaced or buy a new phone. You might be able to dry it out by placing it in a bag of uncooked rice or silica gel for a few days to a week, but it will most likely suffere permanent damage.

Google "DFU mode", put it in that mode and Restore it in iTunes.
And stay away from jailbreaking.

Recovery Mode
1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
Note: Data will be lost. You may have to repeat the above many times.

IPhone 5 in recovery mode how can I save my un-backed-up photos?

My iPhone 5 is in recovery mode, stuck on the connect to iTunes screen, prompting to restore. I have tons of photos on the phone which I have not backed up (stupid, I know). Is there some way I can get them off? Seems crazy that I cant just drag them over using windows explorer or something like that. I sthere any way??!!? Thanks for any ideas! Well, somehow I lucked out. Gave up on my photos and went through the restore steps. I re-attached my iPhone which started iTunes and prompted the restore. Initiated that. Then noticed the windows 'autoplay' gui saying 'device options' and i usually dismiss this, but took a chance and chose import pictures and videos, and i got my pictures all copied to my machine very early in the restore process. I guess -- surprised. ??? but happy!
