My iPhone is recognized by iTunes but not by Windows 7, either as a device or a camera.  How do i fix this?

I have an Iphone 5s and had to rebuild my laptop.  Once windows 7 was re-installed, I re-installed the latest version of Itunes and connected my Iphone.  Itunes can interact with my Iphone but when I try to get to my Iphone outside of Itunes, specfically to get my pictures off of it, I cant find it.  I have checked the driver and followed instructions for that but it has nto helped my situation.  Any other ideas?
