The only way to locate/disable/erase any lost/stolen iPhone is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.
If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.

    I also suggest, if you have enabled geo-localization and have associated an iCloud account to your iPhone, to localize your iPhone through a map on http://www.icloud.com. You may also block your iPhone, send a message to the iPhone and erase all your data.

    My question is this: I know someone else has it. It was tracked through Find my Iphone. How to prevent it from being used ever again? Is there a service that would permanently blocked and unable to be used? Or anyone could just pop a new chip and ready to go? Since the device is registered under my Apple ID, no one else should have access to use my lost device, but me!

    Sorry to hear about your iPhone 4s, You should contact you service provider and report the iPhone 4s as lost.  You should try to erase your data on the iPhone and change your iTunes account as soon as possible.

    The only other way would be through Apple, assuming you bought it at an Apple store or at least registered it. Stop by the store or call their support number.

  • I reported to Austin Police Department about my unlocked iphone was stolen last week. I'm ****** off that Serial number of my stolen iphone is on another Apple ID.   IMEI still is not added into blacklist.  How can I contact to Apple Inc??

    I don't understand why Austin Police are not doing to detain theft when I showed an location with valid address according Find my iPhone on icloud.com.  They said that it might be wrong location but few blocks were correct location. I stopped at Apple Retail Store to get another unlocked iphone. I explained an employee whether they would add both IMEI and serial number into blacklist to make useless for anyone. They said they have nothing to doing. 
    I'm shocked today that IMEI number is still not added into blacklist. Serialnumber of my stolen iphone is already on another Apple ID, after restoring it.
    They let me down because unlocked iphone is EXPENSIVE, it costs $800 in Canada.
    How can I deal with Apple Inc to add both serial number and IMEI into blacklist UNTIL i get my stolen iphone back

    What blacklist? There is no universal blacklist in the US. They're working on it, but it does not exist as of this writing.
    Apple can't do anything about it. They are not a law enforcement agency.

    No, the serial number and the IMEI number do not change, they are burned into the firmware and are permanent.

    You need to connect it to your computer and restore using the iTunes on your computer

    It sounds like you need to disable your iPhone remotely. I'm sorry to hear about your phone! The only way to do this with is Apple services is if you had Find my iPhone enabled. You have 2 options:
    You can use this article to put the phone into Lost Mode and preserve your data on it, but prevent access to it:

    Sorry to hear that, having things stolen is terrible.
    If you haven't done so you may want to talk to Apple support as serial numbers will presumably be identified when a device connects to iTunes, so they may have a way to track these things beyond MobileMe.
